Unfair quarters points allocation?

I recently enquired about the computation of quarters points for children and was told the points for sons and daughters could be calculated up to 19 and 21 years old respectively.

I wonder why there is such a discrepancy. I hope the points system can be revised.

Quartering Division replies . . .

When applying for police married quarters, officers are subject to the points system for allocation, as stipulated in the Force Procedures Manual - Chapter 62-19(05). They are entitled to 'family' points in respect of their 'dependent children' and each generates five to 10 points.

According to Civil Service Regulations 801, the meaning of dependent children for the purpose of quarters refers to: "Sons under the age of 19 (or under 21 if undergoing full-time education or vocational training), unmarried daughters under the age of 21 and children who, regardless of age, are dependent on the officer as a result of physical or mental infirmity."

Police Quartering Division adopts this definition when considering whether an officer should be given 'family' points. Hence, PQD cannot award additional entitlement for officers' children aged below 21, in excess of the requirements in CSR 801. Nevertheless, PQD will reflect the officer's views to the Civil Service Bureau.
