Mapping the future

The Force top management recently participated in an AwayDay at a country retreat in Sheung Shui mapping out a blueprint for the Force's development over the next three years.

Commissioner Tsang Yam-pui and senior directorate including Deputy Commissioners Douglas Lau Yuk-kuen and Dick Lee Ming-kwai, Senior Assistant Commissioners Robin Leung Fung-shun, Louis Lau Chun-sing, Ng Wai-kit, Gordon Fung Siu-yuen and Albert Lai Kwok-ying took a break from their busy daily schedules to concentrate solely on discussing the future of the Force. Mr Spencer Foo Tsun-kong also attended in his capacity as the Director of Personnel and Training (Designate).

The objectives of the AwayDay, held on August 31 and September 1, were to review the current position of the Force, to identify present and future challenges and opportunities, to map out priorities and new approaches on the way forward, and to agree on the roles the senior directorate must play as a team to realise this vision.

In preparation for the event, extensive research was conducted on social, economic, political and technological trends in Hong Kong, as well as the environmental developments on the Mainland. All major formation commanders were consulted and their views relating to challenges and opportunities facing the Force were collated. Models on future policing of other jurisdictions were also considered. This background information provided considerable food for thought for the participants in the lead up to the AwayDay.

The two-day session began with a briefing by Mr Tsang setting out the aims and expectations of the AwayDay. Brainstorming sessions and debates on relevant issues were also part of the agenda, and by day two members had gone a long way towards achieving their objectives.

"We had very fruitful exchange of views and ideas. We acknowledged the issues raised by major formation commanders and found their suggestions very constructive," said Mr Tsang.

"Although we may not be able to take on board all the suggested initiatives, we shall focus on the core issues and decide upon the most effective and efficient way forward."

"As part of this process, we also thoroughly reviewed issues likely to affect the Force in the next three years."

"Despite the ever-changing environment and diversity of demands made by the community, we have full confidence in serving as a professional, modern, caring Force that is viewed with a sense of pride. We will strive for continuous improvement and be compassionate when dealing with members of the public."

Deputy Secretary for Works Keith Kwok Ka-keung, former Director of Finance, Administration and Planning of the Force, returned to help his former departmental colleagues facilitate the event and steer the proceedings through to a productive conclusion.

Based on discussions held over the two days, the Commissioner and the senior directorate will now develop a Three Year Action Plan, which will define the key projects involved with clear timeframes for implementation and completion.
