To enable children of Police officers to have more exposure to different cultures, broaden their horizon and improve their confidence and communication skills, the "Mainland and Overseas Summer Course Sponsorship" (MOSCS) scheme offers them a golden opportunity.

The sponsorship is open to children (aged 12 to 21 on submission of application) of Senior Superintendents and below (on a proportional basis) who have not previously been sponsored by the Police Welfare Fund for attending summer courses. A total of 56 places are available: One for children of Senior Superintendents and Superintendents; five for Inspectorate ranks; and 50 for Junior Police Officers.

A maximum sponsorship is for $5,000, or 70% of the course fee, whichever is the less. Deadline for application is April 30. Parents and children can choose their own courses in the Mainland or overseas (excluding Macao and Taiwan) and organising bodies subject to the endorsement of the Force. General sightseeing tours will not be supported. Students need to submit copies of their school reports for the previous academic year (2001-2002) as supporting documents of an above average performance at school. Successful applicants are chosen by ballot if the number exceeds the available quota 56.

The ballot will take place at 10.30am on Saturday, May 10 in the Art Room at the Police Sports and Recreation Club and announcement of the results will be made by PEN and individual notices.

In order to facilitate the attendance of summer courses, which may cost more than $5,000, parents of successful applicants may apply to respective Regional Welfare Officers separately for a maximum loan of $20,000 under "Loan for Police children attending Mainland and Overseas Summer Course". Subject to the normal approval criteria, which include no outstanding debts owed to the Police Welfare Fund, the loan is repayable by 10 monthly instalments if approved.

The course programme must be organised by a reputable bona fide institution/organisation and is subject to the endorsement by the Force. Decisions made by the Force are final.

Successful applicants will have to submit course details and confirmation of a place to CSP PS (Attn: EO PS 2) no later than June 15.

Sponsorship will be payable by Finance Division upon documentary proof. Any successful applicant who does not attend the course for reasons unacceptable to the Force will have to refund the sponsorship in full. On returning to Hong Kong, participants may be called upon to assist in future events related to the MOSCS scheme.
