In recent years, owing to frequent changes in the law and police procedures, the number of amendments for the Police Manual (PM), the Police General Orders (PGOs) and the Force Procedures Manual (FPM) have grown substantially. In the first quarter of this year alone, there have been 10 amendments to PGO/FPM. As many officers are heavily involved in various duty commitments, they often do not have the time to study, in detail, all the changes made and are therefore not always able to update themselves as promptly as they would wish - especially on certain work-related matters. To cater for this need, a database entitled 'Gist of PGO/FPM Amendments' has been developed as a new component of the "Law Infostation" under Knowledge Management and is now accessible to all Force members on-line.
Currently, the 'gist' for Amendments 4, 5, 6 and 7/2003 is available and more will be uploaded into the database as they are promulgated. "A 'Gist' by nature cannot reflect all the changes and officers should therefore examine relevant chapters if they wish to study the details in full," said Chief Inspector (Learning Support), Mr Ng Koon-yung, the Content Manager of the database.
Mr Ng added, "The development of the 'Gist of PGO/FPM Amendments' Database is an effort to fulfil our earlier promise to expand the 'Law Infostation' under KM. This new database gives a quick summary of each amendment that we hope will assist officers in updating their professional knowledge."
