Traffic arrangements for religious event in Happy Valley

Police will implement special traffic arrangements in Happy Valley to facilitate a religious event to be held at the Hong Kong Stadium on June 4 (Sunday).

The following special traffic arrangements will be put into effect by phases starting from 11.30 am:

Phase I
-------

(A) Traffic Diversion

1. A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound; and
2. A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound.

(B) Road Closure

A section of Caroline Hill Road between Cotton Path and Leighton Road/Pennington Street will be closed (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).

(C) Passenger alighting arrangements

1. The drop-off zone for coaches will be at the northern kerbside of Eastern Hospital Road outside South China Athletic Association (southern side).
2. The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the Stadium main entrance.
3. No private car is allowed to drop off outside the main entrance of the Stadium. The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium.

Phase II
--------

(A) Traffic Diversion (when necessary)

1. Same as Phase I;
2. Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
3. Traffic from Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
4. A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
5. Traffic on eastbound Hysan Avenue will be permitted to turn right into Hoi Ping Road, and traffic cones will be laid at the junction of Hysan Avenue and Hoi Ping Road to facilitate the turning;
6. Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
7. Vehicles leaving the Lee Garden must turn left to Hysan Avenue;
8. Depending on traffic situation, a section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound. Vehicular traffic at Lan Fong Road must turn right into this section of re-routed Lee Garden Road, and being directed to Percival Street via Foo Ming Street.

(B) Road Closure

1. Same as Phase I; and
2. A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road.

(C) Passenger alighting arrangements

Same as Phase I.

Phase III
---------

(A) Traffic Diversion (when necessary)

1. Same as Phase II; and
2. All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the off-lane of eastbound Leighton Road to Caroline Hill Road.

(B) Road Closure

Same as Phase II.

(C) Passenger alighting arrangements

Same as Phase II.

Departure phase (from 6.35 pm)
-----------------------------

Near the end of the event at 6.35 pm, it may be necessary to implement some or all of the following measures until such time as the crowd has dispersed:

1. Caroline Hill Road will be closed to all traffic. Before the crowd dispersal, vehicles may be permitted to exit South China Athletic Association car parks, Electrical and Mechanical Services Department (EMSD)(western entrance) and Civil Aid Service Headquarters by turning right into northbound Caroline Hill Road. Vehicles may also be permitted to exit from EMSD eastern entrance by turning left into northbound Caroline Hill Road;
2. A section of Eastern Hospital Road between Caroline Hill Road and Cotton Path will be closed to all traffic. Before the crowd dispersal, vehicles may be permitted to exit buildings on this road by turning right into northbound Eastern Hospital Road;
3. Only coaches will be allowed to enter the Stadium proximity via southbound Caroline Hill Road for stacking purpose. The stacking area for these coaches will be same as the drop off zone. In addition, Eastern Hospital Road and Eastern Hospital Service Road near Wong Fung Ling School will also be allowed as stacking zones;
4. Vehicles will be banned from entering Caroline Hill Road for Link Road at the junction of Leighton Road and Caroline Hill Road;
5. During the crowd dispersal, the whole Caroline Hill Road, and a section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road may be closed to vehicular traffic by Police to facilitate the dispersal of very large crowds should the situation so warrant;
6. Where large crowds are expected, consideration may be given to closing the whole of Leighton Road. In such cases, westbound traffic from Causeway Road will be directed to Irving Street. Eastbound traffic from Morrison Hill Road will be diverted via Canal Road West. Southbound traffic from Percival Street must turn right into westbound Leighton Road and southbound traffic from Canal Road East will be banned from turning left onto Leighton Road;
7. Northbound Link Road downhill will be closed if necessary, except for vehicles heading for Link Road No. 1A, 3, 5 and 7; and
8. Hoi Ping Road may be closed.

The following arrangements will be implemented throughout the event from 11.30 am to 8 pm:

(A) Learner drivers will be prohibited to use the following roads:
1. Westbound Leighton Road;
2. Percival Street south of Hennessy Road;
3. Caroline Hill Road;
4. Link Road;
5. Stadium Path
6. Cotton Path;
7. Eastern Hospital Road;
8. Eastern Hospital Service Road;
9. Hysan Avenue; and
10. Learner drivers will also be prohibited to enter Tung Lo Wan Road from Causeway Road.

(B) Suspension of on-street parking spaces:

1. Stadium Path;
2. Northbound Caroline Hill Road (between Stadium Path and Cotton Path);
3. Eastern Hospital Service Road;
4. Yun Ping Road; and
5. Hoi Ping Road including four parking spaces for the disabled.

Motorists are advised to take heed of the instructions given by the Traffic Police at the scene. Vehicles parked illegally will be towed away without prior notice.
