There was an increasing trend of fatal traffic accidents involving pedestrians in Hong Kong in 2023 when compared to 2022. Most of these accidents were caused by vehicle blind spots and pedestrians violating traffic rules.

To enhance pedestrian law-abiding awareness, the Traffic Branch Headquarters collaborated with Sing Tao Group and TVB to broadcast a series of promotional videos on multiple platforms. The contents of these videos included instances of pedestrians jaywalking, government chemists explaining how blind spots can lead to traffic accidents and Police Senior Clinical Psychologist analysing the hidden agenda of the pedestrians who violated traffic rules, and the psychological impact on accident victims and their families.

After the conclusion of the education and publicity activities, the police began to take enforcement actions from December 11. Pedestrians who jaywalked or committed serious traffic offences were summoned. Plainclothes police officers were also deployed to take enforcement actions so as to enhance the deterrence to those pedestrians who attempted to violate the traffic rules.
