To utilize technology to improve law enforcement efficiency and enhance deterrence against illegal driving behavior, the Traffic Branch Headquarters, together with Traffic Hong Kong Island and Traffic New Territories South, conducted the first trial of drone traffic video recording enforcement on Shek O Road and Route Twisk on September 8, 2025. These roads are narrow and winding, known as serious traffic accident black spots. Due to the vast area and lack of suitable high points, law enforcement has been difficult in the past.
The introduction of drones for high-altitude video recording effectively overcame terrain limitations, allowing frontline personnel to collect evidence without long-time deployment at high-risk positions. In addition, frontline personnel could also adjust enforcement in real time according to accident trend and intelligence to enhance law enforcement flexibility, thereby further ensuring personnel safety and enhancing operational effectiveness.
This operation was reported by multiple mainstream media with positive social response, reflecting the public's concern on utilizing technology in law enforcement and road safety. The Traffic Branch Headquarters will review the effectiveness and study the feasibility of expanding to other areas and road sections with a view to continuously using innovative technology to support frontline law enforcement.
