Licences / Permits

Working Application Note

  • Application may be submitted in person, by post, to the drop box or by fax.

Application Form [O] for work

  • Application form must be completed and signed by the person in charge of the company or the authorized person with the company chop.
  • The following documents should be submitted with the application form:

    1. The documents / contracts issued by the related government department or public organisation in support of the application.
    2. Certificate of business registration of the company,
    3. Employment contract / labour insurance / salary statements of recent six consecutive months.
    4. Copy of applicant's identity document,
    5. Copy of driver's driving licence (if applicable),
    6. Copy of vehicle licence (if applicable), and
    7. Documents relating to business (land deed / tenancy agreement / bills / licences, etc. if applicable).
  • The Closed Area Permit is valid for a maximum period of one year.
  • At least four working days (excluding Saturdays, Sundays and General holidays) are required for processing.

Replacement for loss

  • The following documents should be produced:

    1. Applicant's proof of identity,
    2. The company letter stating fact of loss (if applicable),
  • If it is a Closed Road Permit, the following additional documents are required:
    1. Copy of driver's driving license
    2. Copies of document of vehicle registration (obverse and reverse)

Visit Application Notes

  • Application form must be completed and signed by the applicant.
  • The application may be submitted by the applicant in person, by post, to the drop box or by fax
    [4 working days will be required for processing if the application is submitted by post, to the drop box or by fax].
  • Submission of the application and collection of the permit may be handled by an authorized person with the written authorization of the applicant.

Application Form [V] for visiting close relatives

  • Definition of close relatives:

    1. Grandparents / grandchildren,
    2. Parents / children,
    3. Brothers, sisters and spouses of brothers or sisters, and
    4. Uncles / aunts and their spouses.
  • Sponsor must complete Part B of the application form and sign. He/she should submit the application to the Closed Area Permit Office (the ‘Office’) in person.
  • If the sponsor is over 65 years old, or proved with the medical report that he is not suitable for walking, he may be exempted to get to the office to make the application. However, the applicant should produce his proof documents and the identity documents of the sponsor.
  • Applicant should produce his proof of identity, the proof of relationship and the valid Closed Area Permit of the Sponsor.
  • The validity of the closed area permit will be same as his.

Application Form [V] for visiting non-close relatives

  • Sponsor must complete Part B of the application form and sign and he should submit the application to the Closed Area Permit Office in person.
  • Applicant may authorize the sponsor or other person to submit the application and collect the permit for him with a written authorization.

    1. The permit is normally valid for not more than 4 days.
    2. If applicant is a tourist, he/she may produce the air ticket or travel document to request for a permit valid in the duration of his/her stay in Hong Kong; but the maximum period will not exceed 180 days
    3. The maximum period for visit to Chung Ying Street, Sha Tau Kok will not exceed 7 days.

Application Form [V] for the visitor owning / managing property at the closed area

  • Applicant must produce land deed of property.
  • Proof of relationship must be produced if the applicant is the family member of the property owner. The property owner should complete Part B and sign. If the property owner stays overseas, the applicant should produce the authorization letter of the property owner.
  • The permit is normally valid for five years.

Application Form [V] for the visitor taking care of property as a trustee

  • Applicant must produce the land deed of the property.
  • The property owner should complete Part B and sign. If the property owner stays overseas, the applicant should produce the authorization letter of the property owner.
  • The permit is normally valid for one year.
  • The trustee may apply for one Closed Area Permit for his family member to assist him to take care of the property; and proof of relationship should be produced.

Application Form [V] for parents or guardians escorting their children to and from school in the closed area

  • Part B of the application form should be completed and signed by the headmaster of the school concerned.
  • Proof of identity must be produced.
  • Proof of identity of the student or proof of relationship must be produced.

Application Form [V] for grave sweepers at Sha Ling Cemetery

  • Applicant should produce a referral letter issued by Wo Hop Shek Cemetery Office.
  • For other cemetery within the closed area, Part B of the application form should be completed and signed by the village representative of the cemetery concerned.
  • Under normal circumstance, Applicant may apply for a Closed Road Permit, which is valid for one day. Application Form [O] should be filled in for this purpose.

Replacement for loss

  • The following document should be produced
    1. Applicant's proof of identity,
    2. Explanatory Letter from Company (if applicable)

Resident Application Notes

  • Application form must be completed and signed by the applicant.
  • The application may be submitted by the applicant in person, by post, to the drop box or by fax [4 working days will be required for processing if application form is submitted by post, to the drop box or by fax].
  • Submission of the application and collection of the permit may be handled by an authorized person with the written authorization of the applicant.
  • Residents under the age of 18 do not require to apply for the Closed Area Permit.

Category

Application Form [R] for indigenous villagers and fishermen

  • Applicant must complete Part A of the application form and sign.
  • Indigenous village representative or chairman / vice-chairman of the rural committee must complete Part B and sign.
  • Applicant must produce proof of identity.
  • Spouse of applicant must produce proof of identity and proof of relationship.
  • Children of applicant must produce proof of identity and proof of relationship.
  • For renewal of the permit, applicant is required to produce proof of identity and the Closed Area Permit. The indigenous village representative or chairman / vice-chairman of the rural committee does not need to complete Part B or sign.
  • For renewal of the permit, the spouse of the applicant must produce proof of identity and proof of relationship.
  • Applicant who is not indigenous resident and whose address is outside the Frontier Closed Area should use Application Form [V]

Application Form [R] for resident

  • Applicant must produce proof of residence.
  • Proof of residence means:

    1. Title deed / land deed,
    2. Valid rental agreement,
    3. Government rent / rate bill of recent three months,
    4. Government land lease license,
    5. Squatter house license,
    6. Water / electricity bill of recent thre months..
  • Applicant must complete Part A and sign.
  • Validity of the Closed Area Permit

    1. For self purchased property / family property – 5 years,
    2. For rented property, the permit is normally valid for the duration of the tenancy agreement, a maximum period of 5 years, and
    3. For authorized residence, the permit is normally valid for one year.
  • For renewal, the applicant should produce the mentioned proofs.
    Note:
    1. If the aforesaid proof of residence is not registered under the name of the applicant, the applicant should produce the consent letter or authorization letter for permission of residency by the registered owner.
    2. If the property has been transferred or rented out, the applicant should return the old permit for cancellation.

Application Memorandum (G) for Government Departments / Members of the Media

  • Applicant must complete Part I and Annex A or Annex B (as appropriate) of the application memo and sign
  • Application should be submitted at least 7 working days before the visit to the Frontier Closed Area
  • All applications for permits submitted by Government Departments and the accredited members of the press, subject to the recommendation of the Director of Information Services, or heads of the information units attached to departments, should be forwarded to Operations Wing, Police Headquarters by memo via fax
  • The applicant would in due course be notified of the application result by memo via fax
  • The applicant or authorised person should bring with the replied memo and collect the permits in person at the Reception Counter on the 6/F, East Wing, Police Headquarters

Replacement for loss

  • The following documents should be produced:

    1. Applicant's proof of identity,
    2. Loss Report issued by a police station, and
    3. The company letter (if applicable).

Application for Vehicle ‘Closed Road Permit

  • Applicant should produce the vehicle owner's and driver's Hong Kong Identity Card, Closed Area Permit, driving licence and copies of documents of vehicle registration for verification.
  • For the authorized vehicle, we only accept those vehicle owner and driver who are living at the same closed area with close relationship. The applicant should produce proof of relationship and authorization letter of the vehicle owner
  • Closed Road Permit is valid for a maximum period of one year
  • Closed Road Permits are issued free of charge but replacement for loss, defaced or damaged permits will be issued subject to the levy of a charge of $65 in accordance with the relevant legislation.
  • Personal data provided by the applicant to the Commissioner of Police will be used for processing the application for Closed Road Permit

Important notes

  • Closed Area Permits are issued free of charge but replacement for loss, defaced or damaged permits will be issued subject to the levy of a charge in accordance with the relevant legislation.
    [For Closed Area Permit, the charge is HK$140- / for the Closed Road Permit, the charge is HK$65-]
  • Closed Area Permits / Closed Road Permits are not transferable.
  • The Commissioner of Police has the authority to cancel and withdraw the permits issued.

Collection of Personal Data

  • The information provided to the Commissioner of Police will be used for purpose relating to the application for Closed Area Permit.
  • Commissioner of Police has the right to pass part or all data to other departments authorized by the laws.
  • In accordance with Personal Data (Privacy) Ordinance, the applicant has the right to access or alter his personal data. If necessary, he should make the request to Chief Inspector Adm Border District in writing. Address: Border District Headquarters, Man Kam To Road, New Territories.

Review Mechanism

  • Should an application be rejected, the applicant may address to the Assistant District Commander (Administration) Border District for seeking a review.
  • Should the applicant be aggrieved by the result of the review, he may apply in writing to the District Commander of Border District for a final review.
