TITLE

  1. The programme will be known as the “Police Mentorship Programme Alumni” (警隊學長計劃舊生網絡), hereinafter be referred to as “PMPA”.

OBJECTIVES

  1. The objectives of the PMPA are to:
    • Foster connection between alumni and the Force to support ‘Strategic Direction One - Engaging the Community’;

    • Support the Force’s recruitment strategy; and

    • Promote alumni participation in PMPA.

EXECUTIVE COMMITTEE

  1. The PMPA shall have an Executive Committee to plan and run the programme.
  1. The Executive Committee shall consist of nine to fifteen members, with the posts of Chairperson, Vice-Chairperson, Financial Secretary, General Secretary, Public Relations Manager, Event Manager and Administration Manager, in addition to the respective Manager Assistants. The post of Chairperson shall be appointed by DPT while Personal Wing shall assign representative(s) in the Executive Committee.
  1. The Executive Committee members shall be appointed by the Chairperson.
  1. The term of office for the Executive Committee members shall be two years from the date of the Chairperson’s formal appointment by DPT. If a committee member vacates his / her office during his / her term of office, the vacancy shall be filled by a PMPA member appointed by the Chairperson.
  1. The Executive Committee shall work for the improvement and good of the PMPA and oversee its budgets.

FUNCTIONS AND POWERS OF EXECUTIVE COMMITTEE MEMBERS

  1. The Chairperson shall direct the officers of the Executive Committee in their work, take overall charge of the PMPA and preside over all meetings.
  1. The Vice-Chairperson shall assist the Chairperson in his / her work and act for him/her in his/her absence.
  1. The Financial Secretary shall take charge of all financial matters pertaining to the PMPA and compile an annual budget and an expenditure statement for consideration and approval by the Executive Committee and Personnel Wing.
  1. The General Secretary shall coordinate meetings, prepare agendas and minutes of meetings.
  1. The Public Relations Manager shall formulate recruitment and publicity strategy, prepare the alumni’s newsletter, explore possible communication channels and maintain the website of the PMPA.
  1. The Event Manager shall plan and coordinate activities and events for the PMPA.
  1. The Administration Manager shall maintain records of registered alumni and responsible for the overall administration of the PMPA.

MEETINGS

  1. The Chairperson shall convene any meeting with the Executive Committee or alumni to discuss the affairs of the PMPA or collect suggestions from alumni.

TERMINATION

  1. The establishment of the PMPA is subject to the approval of the DPT who may cancel it at his / her absolute discretion if he / she thinks fit. Upon cancellation of the approval by the DPT, the PMPA shall be terminated with immediate effect.

MEMBERSHIP

  1. Members of the PMPA shall compose of the following four categories of alumni:-
    • Alumni (Mentees) - They must be ex-mentees of PMP who have or have not joined the Force.

    • Alumni (Mentors) - They must be current or ex-Mentors of PMP, including those who have retired.

    • Honorary Alumni - They must be ex-I/C Mentors of PMP, and will be invited to join the PMPA by the Executive Committee.

    • Honorary Advisors - They must be ex-Head / Deputy Head Mentors of PMP, and will be invited to join the PMPA by the current Head Mentor, current Deputy Head Mentor or the Executive Committee.

  2. Alumni status is available by application to the Executive Committee in a prescribed registration form.

  3. The alumni identity is valid for two years upon renewal. Subject to the conduct and discipline of the members, the Executive Committee has the right to refuse any application / renewal or expel any alumni from the PMPA, without revealing the reason to the applicants / alumni. Alumni can withdraw from the PMPA by written notification to the Executive Committee.

RIGHTS OF ALUMNI

  1. Alumni of the PMPA will have the right to:
    1. attend activities and functions of the PMPA; and

    2. enjoy the facilities provided by the PMPA.

OBLIGATIONS OF ALUMNI

  1. Alumni of the PMPA are obliged to:
    1. abide by the regulations of the PMPA;

    2. abide by resolutions passed by the Executive Committee;

    3. uphold and maintain the reputation of the PMPA; and

    4. support the PMPA in any other way that he / she is able.

OBLIGATIONS OF THE EXECUTIVE COMMITTEE

  1. The Executive Committee undertakes to :
    1. uphold the good name and reflect the Hong Kong Police Force in a good light;

    2. abide by the decisions passed by ACP P and/or Head Mentor of PMP; and

    3. support the Force’s recruitment strategy.

DISCIPLINE

  1. Penalties to be incurred by alumni :
    1. any alumni who fails to renew his / her application within 28 days after the expiry of his/her alumni status, may have his / her membership suspended; and

    2. any alumni who causes disrepute to the Force / PMPA may be expelled by the Executive Committee.

USE OF FUNDS

  1. Funds accrued by the PMPA must be used solely to meet the programme’s expenditure and for the furtherance of its objectives.

BUDGETS

  1. Each year the Executive Committee will submit its budget estimates for the following financial year to Recruitment Division (RECDIV). The budget will consist of the following documents / information :
    1. Budget proforma detailing the budget requirements for the next financial year;

    2. Budget proforma showing an estimate of the breakdown of monies spent from the previous years budget;

    3. An alumni list showing the current alumni status; and

    4. An inventory of all equipment currently in the Committee's possession.

  2. The financial year-end of the PMPA will be on 31 March each year. After which date, account will be prepared together with receipts and sent to the RECDIV within 14 days after the financial year.

AMENDMENT TO REGULATIONS

  1. An amendment to the regulations could be initiated by the Executive Committee, and must be approved by ACP P with the recommendation of Head Mentor of PMP.

LIABILITY

  1. Should the PMPA be concluded, any surplus assets will be transferred to CSP HR (RECDIV) Government Vote.
