The Finance Wing manages the Force's financial resources prudently and oversees the finances of budget holders within the Force. The Administration Wing aims to increase the efficiency and cost-effectiveness of services rendered by civilian staff members. It performs core administrative duties, executes human resource functions and fosters good staff relations at the civilian grades. The Planning and Development Branch supports the development and implementation of capital works that improve the Force's facilities, to ensure professional policing services are provided to the community.
Total expenditure of the Force for the financial year ending March 31, 2023, has been estimated at $26.7 billion, which is about 4% of the Government's total budget for the year. Salaries and allowances account for about $19.1 billion of this figure, with departmental expenses and capital items taking up the remaining funds. Fines, penalties and other fees and charges are expected to produce about $1.5 billion in revenue.
The Force has a civilian establishment of around 4,700 staff members, who provide administrative, secretarial and technical support for police operations. The Administration Wing renders effective support to facilitate the redeployment of manpower resources to fulfil new or ad hoc responsibilities. In the face of Hong Kong's ageing population and a retirement peak in the coming years, the Administration Wing is implementing the Post-retirement Service Contract Scheme, the Final Extension of Service of Civil Servants, and Further Employment beyond Retirement Age, and also formulates sustainable succession plans for various civilian grades.
The New Generation Report Room in Chai Wan Police Station was commissioned in June. Contemporary features were introduced to enhance privacy, efficiency and service quality.
Various operational and command facilities of regional headquarters and district police stations were also upgraded during the year to strengthen the Force's overall operational capability and effectiveness.
The Chai Wan Government Complex and Vehicle Depot will be commissioned in 2024, accommodating the relocated Police Vehicle Pound and Examination Centre of Traffic Hong Kong Island and new storage facilities.
The Kong Nga Po Police Training Facilities in Sheung Shui commenced construction in December for targeted completion in two phases in 2025 and 2026. The new venue will incorporate the Police Driving and Traffic Training Centre, weapons training facilities and two firing ranges, now spread across the New Territories North, to enhance the Force's overall training efficiency.
The Airport Police's operational facility at the third runway of Hong Kong International Airport is being constructed and scheduled to be commissioned in 2025.
