Environmental Report

Environmentally Responsible
The Hong Kong Police Force makes concerted efforts to conserve the environment through efficient use of resources and energy, reduction of waste and pollutants, and the development of an environmentally responsible culture amongst its members.

Policy
Our policy mission is to raise the environmental awareness of all Force members through education, publicity and environmental audits; to work with relevant organisations to incorporate environmental management in the Force; to develop and maintain a management system to improve the environmental quality of its activities; and to comply with relevant legislation and codes of practice.

Performance
Under the direction of the Steering Committee on Green Management set up in mid-1999, the Force has achieved considerable success in the following areas:

Traffic police have stepped up action against smoky vehicles in support of new initiatives by the HKSAR Government.
  1. Energy Conservation in Existing Buildings ¡X The difficult task of incorporating energy conservation features in older police buildings continued apace. Following audits carried out by the Electrical and Mechanical Services Department (EMSD), energy-saving opportunities were identified and implemented in 35 buildings. These included fitting electronic components to fluorescent lighting, replacing electric hot water heaters with gas ones, and installing dual speed motor controls for fresh air units in air-conditioning systems. Through these energy saving measures and the positive support of Force members in cutting down on lighting and power use, the electricity bill for 2000 was reduced by a further 4.31 per cent on top of the five per cent saving in 1999.
  2. Paper Consumption ¡X The Force has achieved a cumulative cut of 25 per cent in paper use since November 1997. Further reduction will be possible through the greater use of electronic communication in future.

  3. Air Quality ¡X In line with Government policy, all police diesel vehicles have switched to ultra-low sulphur diesel to reduce the level of pollution from its emissions.

  4. Recycling of Wastes ¡X Drawing on the successful experience in collecting waste paper for recycling, some formations have started to recover aluminium cans at their canteens and messes. Fifty-eight large containers have been procured to assist 21 formations in the storage of cans.
The Future
The Force is always ready to adopt new ideas to save energy. One notable pilot project being pursued is 'energy performance contracting'. Under this approach, a government department enters into a contract with an energy services company in which the company pays all of the up-front costs of implementing an energy management project. In return, it receives a share of the savings in electricity costs resulting from the improvements for the duration of the contract.

Working in partnership with EMSD, the Force will be the first government department to try out this new concept. The EMSD will serve as project co-ordinator and assign each of the three companies selected through tendering to one of three similar police buildings. Installation is expected to start in mid-2001.
