Crime and Security Department
The department is responsible for Force policy and the overall direction of all matters pertaining to crime and security.

Crime Wing
Commercial Crime Bureau
¡X investigates serious and complex commercial fraud, computer crime and counterfeiting.

Narcotics Bureau
¡X collects intelligence about the import, manufacture and distribution of dangerous drugs. The Bureau takes direct enforcement action against criminals operating within the HKSAR and works closely with Mainland and overseas agencies to curtail the activities of Hong Kong-connected syndicates operating in other jurisdictions.

Criminal Records Bureau
¡X maintains databases on convicted criminals, wanted persons, suspected offenders, missing persons, stolen property, outstanding warrants and missing vehicles.

Organised Crime and Triad Bureau
¡X investigates complex organised crime and serious triad offences.

Criminal Intelligence Bureau
¡X studies criminal activities, societies, organised and serious crime to gather evidence for enforcement action mainly by the OCTB and Regional crime formations.

Forensic Firearms Examination Bureau
¡X evaluates arms and ammunition and tests bullet-resistant vests in addition to its forensic duties.

Identification Bureau
¡X tests for fingerprints and takes crime-scene photographs, and maintains an electronic retrieval system.


Security Wing
¡X provides VIP protection and security co-ordination, including counter-terrorism.

Personnel Management Branch
Career Management Group ¡X deals with performance management, career development, postings, increments, advancements, promotions and all disciplinary matters.

Recruitment Group ¡X handles all aspects of recruitment policies and arrangements.

Staff Relations and Conditions of Service Branch
Staff Relations Group ¡X consults with staff associations, deals with matters affecting morale, provides guidance on harmonious staff relations, and helps officers who become indebted to manage the problem.

Conditions of Service and Support Group ¡X deals with retirement, resignation, renewal of contracts, awards and commendations, and overall conditions of service.

Personnel Services Branch
Administration and Support Group ¡X handles departmental quarters, Police Children's Education Trusts, Police Welfare Fund, group insurance plans, police souvenir shop, staff purchase scheme and other major welfare projects.

Catering, Clubs, Sports and Recreation Group ¡X looks after catering, sports and recreation, the Police Sports and Recreation Club, the Police Officers' Club and two other recreation centres.

Welfare Services Group ¡X provides welfare services at Regional level as well as resettlement services

Psychological Services Group ¡X provides professional counselling and educational services to police officers and their families.


Training Wing
¡X looks after all training apart from specialist internal security and marine police training.

In-Service Training Bureau
¡X provides developmental and vocational training including command and management, firearms and tactics, police driving, criminal investigation, information technology and for Auxiliary Police.

Police Training School
¡X provides basic training for recruit constables and Inspectors, and now incorporates detective training.

Training Development Bureau
¡X reviews all training materials and trains officers to become instructors.

Management Services Department
Information Systems Wing
Communications Branch
¡X assesses current and future communications needs of the Force, and plans, designs, procures and maintains all such equipment. The branch also trains officers in their use.

Information Technology Branch
¡X plans, develops, implements and maintains the information systems within the Force, providing computer facilities as required and manning a 24-hour help desk.


Service Quality Wing
Performance Review Branch
¡X ensures implementation of the service quality strategy that aims to promote efficiency and continuous improvement through development of quality management initiatives and customer-based culture.

Research and Inspections Branch
Inspection Bureau ¡X conducts reviews and inspections of police activities at the request of programme managers or when directed by the Commissioner. They also monitor inspections carried out by formation commanders to ensure force standards are maintained and policy directives are observed.

Research Division ¡X keeps track on developments in inspection and managerial techniques by maintaining links with both regional and international organisations that perform similar functions to the Force.

Complaints and Internal Investigations Branch
¡X investigates complaints against police officers and civilian staff working in the Force.

Finance Wing
Finance Division
¡X manages and controls all financial matters and co-ordinates bids for Force resources.

Internal Audit Division
¡X provides independent appraisals of Force activities, and ensures financial and accounting procedures are properly followed.

Stores Management Division
¡X procures, supplies, stores and issues uniforms, arms, ammunition, communications equipment and office needs.

Administration Wing
Personnel and General Division
¡X looks after the Force's civilian staff, including training, appointments, promotions, appraisals and conditions of service. It also distributes Headquarters Orders and manages the Police Museum and the Force Library.

Establishment and Civilian Staff Relations Division
¡X determines the creation/deletion of permanent and supernumerary posts and temporary redeployment of posts for operational needs. In addition, it promotes good relations among civilian staff.

¡@

Planning and Development Branch
The Branch determines long-term manpower and new building requirements based on population growth and infrastructure development, plans and oversees development of all new police buildings, and organises maintenance programmes for all existing buildings.
