Environmental Report

Towards a Cleaner Environment

Our mission is to enhance the environmental awareness of Force members through education and publicity initiatives, and to encourage them to play a part in preserving the environment. We collaborate with various organisations to promote good environmental management practices within the Force, which include being compliant with the Clean Air Charter and with all relevant green legislation and codes of practice.

Green Management

The Force is committed to taking appropriate steps to preserve the environment. We encourage our members to adopt an environmentally responsible attitude towards the efficient use of resources, waste minimisation and pollution prevention in the course of their work. The Steering Committee on Green Management, chaired by the Director of Finance, Administration and Planning and made up of disciplined and civilian representatives from Major formations, has been operating since August 1999. It serves as a focal point for monitoring and addressing energy saving and environmental management areas within the Force, such as the consumption of paper, envelopes, electricity, water, gas and fuel, and the collection of waste paper. At region and district levels, green management is a standing item in forums.

Environmental Performance in 2015

Energy Conservation

Energy Audit
To improve the energy efficiency of Police premises, Electrical and Mechanical Services Department (EMSD) was engaged to conduct energy audits for 20 Force premises in 2015, at which energy management opportunities specific to the operational and technical characteristics of these premises were identified.

Lighting Installation
Energy-efficient light bulbs are widely used in the Force. Unnecessary lighting in offices and common areas was removed to reduce energy consumption. Low wattage tubes with occupancy sensors were installed in staircases, common corridors and lift lobbies to improve the energy efficiency of lighting fittings. Following a review of the operational needs of compound floodlights conducted in Kowloon East Region in 2013, efforts were made to minimise the number of active floodlights in Police premises to reduce electricity consumption. Timers were installed to control the period that the floodlights operated, with adjustments according to seasonal changes. LED bulbs were also used to improve the energy efficiency of compound floodlights.

Electricty Saving Measures
Some of the green housekeeping measures implemented to avoid unnecessary energy consumption included dividing office areas into separate electricity control zones, using programmable timer switches to switch off office electrical appliances after office hours, installing timers to control the supply of air-conditioning in common areas, conducting regular cleaning of air-conditioning systems to enhance their energy efficiency, turning off additional chillers during winter, replacing old window-type air-conditioners with energy-efficient variable refrigerant volume systems, shortening the operation hours of lifts, and reducing the water temperature of gas boilers. Solar water heating systems and energy-efficient water heaters were introduced in Police premises to improve the energy efficiency of the water heating systems.

Canteens were also a target for the application of green management principles. With the help of EMSD and the catering contractor, the Police Headquarters Canteen Management Committee re-programmed the lighting and air-conditioning supply zones catering outlets. Lighting and air-conditioning were suspended in unoccupied areas and during break times.

Environmental Awareness among Staff

Green management concepts have been incorporated in various Police training programmes and activities. Force members were regularly briefed on green management issues during briefings, meetings and training days to increase their environmental awareness. Force members were also encouraged to participate in various green activities, such as an electricity saving competition held between July and November 2015 among all formations within the Kowloon West Region, and a poster design competition ran by the New Territories South Regional Headquarters in the third quarter of 2015. ‘Green Ambassadors / Green Wardens’ were appointed to advocate green initiatives, raise staff awareness of green housekeeping measures, and conduct regular inspections of all lights and electric appliances. Planting activities were also organised by various Police stations to raise the interest of staff in greening and to make the station environments more attractive.

Recycling Programmes

Twenty-six Force premises have joined the Programme on Source Separation of Commercial & Industrial Waste organised by Environmental Protection Department. In addition to waste minimisation housekeeping practices, recycling programmes for waste paper, cans and plastic bottles, glass bottles, cartridges and waste cooking oil have been introduced.

Initiatives in New Police Buildings

Energy conservation and environmental friendliness continued to be prominent themes in the design and construction of new police premises.

A number of greening initiatives have been incorporated into the new Yau Ma Tei Police Station. The building incorporates various energy efficient features and renewable energy technologies, such as an innovative building form for maximum air ventilation, a double height covered terrace and central courtyard to maximise natural ventilation and lighting for the central atrium, water-cooled chillers (fresh water), and an automatic demand control chilled water circulation system. The design also maximises the use of renewable energy and green building materials with a high recycling content. There will be greening on the rooftop and vertical greening, as well as landscape features designed to bring environmental and amenity benefits. Condensate water and a rainwater recycling system will be used for irrigating the planting.

Newly completed Police facilities, including the Kowloon Bay Police Vehicle and Examination Centre and the new Annex Building of Police Sports and Recreation Club have adopted various energy efficient features, such as energy efficient fluorescent tubes with electronic ballast and lighting controls, occupancy sensors, daylight sensors / timer controls for external lighting, LED type exit signs, and natural ventilation through the installation of openable windows.

Engagement with Stakeholders

The Force continued to promote the Used Clothing Collection Campaign, jointly organised with the Salvation Army, and also participated in the hour-long Lights Out Event – Earth Hour 2015 organised by the World Wide Fund for Nature. In 2015, the Force cooperated with the Hong Kong Productivity Council in installing electric vehicle chargers at strategic locations with the aim of encouraging the use of electric vehicles.


Indoor Air Quality

The Force participated in the Indoor Air Quality (IAQ) Certification Scheme and engaged the accredited IAQ Certificate Issuing Body to carry out regular IAQ inspections of offices with construction floor areas exceeding 10,000 square metre that are served by mechanical ventilation and air conditioning systems. In 2015, IAQ inspections were conducted at 19 Force premises, including the Police Headquarters, Regional Headquarters and various Police stations. Police premises will continue to be selected in coming years for IAQ inspections and related improvement works.

The Way Forward

The Force will continue to follow the 3-R principles – Reduce, Re-use, Recycle – across its daily operations, and the effectiveness of the energy saving measures adopted in the Force will be monitored closely. To support Government policy on environmental protection, the Force will continue to explore ways to further expand and encourage green management principles.
