The Hand of Partnership


A 12-member Force delegation visited the New York City Police Department (NYPD) in January. In addition to exchanging views with representatives from the Intelligence Bureau, the Legal Bureau and the Quality Assurance Division of NYPD, the delegates called on the Strategic Response Group, the Office of Emergency Management and the Fifth Precinct, a land division serving Manhattan’s Chinatown, to share experiences in handling public events and emergencies.



Assistant Director of the International Operations Division of the Federal Bureau of Investigation George Piro led a two-member delegation to pay a courtesy call on Director of Crime and Security Li Chi-hang in March. Mr Li and Mr Piro discussed a wide range of policing issues, including the overall crime trends of the two places, strategies for combatting terrorism and cross-boundary crimes, and directions for co-operation.



Then Deputy Commissioner (Operations) Lau Yip-shing led a Force delegation attending the 24th Guangdong-Hong Kong-Macao Tripartite Heads of Criminal Investigation Department Meeting in Macao in May, where the tripartite delegates reviewed the achievements of co-operation last year and mapped out the way forward, focusing on cross-boundary crime, intelligence exchange and criminal investigation training.



The 12th Pearls in Policing Conference was held in Medellin, Colombia in June. Director of Management Services Kwok Yam-shu attended a high-level meeting of the Pearls, at which commissioners and senior officials from different law enforcement agencies conducted in-depth discussions on policing strategies and challenges.



A seven-member delegation from the Force Escort Group visited the Traffic Department of the Public Security Police Force in Macao in September to discuss escort tactics and skills with their counterparts. The delegation also visited the Traffic Accident Investigation Team, Prosecution Team and Control Centre to better understand the work of these units.



Commissioner Lo Wai-chung led a delegation to the 87th INTERPOL General Assembly in Dubai of the United Arab Emirates in November. Mr Lo also met with Secretary General of INTERPOL Jürgen Stock and representatives from Australia, Indonesia, Malaysia, Mexico and the Netherlands to discuss the tackling of international crime and terrorism, as well as international co-operation issues.
