The Exercise and Audit Division (EADIV) of the Major Incidents Bureau (MIB) started running a series of brainstorming sessions for all the Regions from January about the methodology of developing a risk register for tackling major incidents.


On top of the fundamental tactics of "Rescue, Recovery and Restoration", the MIB implemented a risk-based regime in November 2017 to reinforce the Force's efforts to prevent and prepare for major incidents. This would also keep the Force in line with its four-pronged strategy of "Prevention, Preparedness, Response and Recovery" in fighting terrorism and the international approach of disaster management.


Under the risk-based regime advocated by the MIB, officers would identify possible major incidents in their Regions and compile a Major Incident Regional Risk Register (MIRRR). Then the MIB would undertake an Audit-Exercise-Audit process with the respective Regions to go through their emergency plan and instructions. They would then conduct exercises to test the effectiveness of the plans and take an audit of the exercises.


Senior Superintendent of MIB Peter Whitton explained that the new regime has put forward a continuous programme of audit and exercising of plans so as to maintain the highest state of readiness to respond to major incidents. Superintendent of EADIV of MIB Wong Wai-shun thanked Regions and Districts for their support in the brainstorming sessions.
