The fifth Knowledge Management (KM) (Auxiliary Policing) Beyond Boundaries Learning session was held on May 15 at the Hong Kong Auxiliary Police Headquarters to introduce the handling of animal cruelty cases.


The session was conducted by Deputy Director (Inspectorate) of the Society for the Prevention of Cruelty to Animals (SPCA) Mr Karl Mak, SPCA Senior Inspector Mr Felix Lam and Police Constable (Auxiliary) Yip Shing-kam, who is also a volunteer Animal Inspector. They elaborated on Hong Kong's animal protection laws, and shared their experience in handling animal cruelty cases, prosecution tips as well as ways to deal with public complaints.


Regarding video clips about animal cruelty on the web, Mr Lam explained that the SPCA will seek assistance from the Police, if necessary, to identify the source of the videos. Their animal experts will review the videos to compile reports on the possible harm done to the animals. These reports will be used to support criminal charges. On the other hand, Mr Yip introduced the work of SPCA's Volunteer Animal Inspector Cadre, and encouraged officers to participate in this meaningful work.


The seminar not only increased frontline officers' understanding of cruelty to animals, but also enhanced their skill sets and professional sensitivity in handling these cases.
