Both the Hong Kong Police Force and the Fire Services Department (FSD) are disciplined forces that provide emergency services for the public and safeguard the life and property of citizens. It is noteworthy that Commander of Operations Support Sub-Unit of Sau Mau Ping Division (SMPDIV) Poon Sung-lai and his younger twin brother, Senior Station Officer Poon Sung-fong, have been inspired by a strong sense of mission to serve in the Force and FSD respectively.
After Sung-lai graduated from the university, he pursued a career in banking while Sung-fong joined the FSD as a Station Officer. Touched by his brother's enthusiasm, Sung-lai showed an interest in joining the public service sector in the third year of his career. Meanwhile, a fire broke out at Amoycan Industrial Centre and his brother was one of the firemen called in to fight the blaze. Sung-lai was worried about his brother. At the same time, he had a high respect for firefighters who risked their lives to save others. As he was deeply impressed by the professionalism of the Police, he decided to join the Force as a Probationary Inspector.
Fate brought the brothers together. Sung-lai was posted to SMPDIV while his brother was attached to Kwun Tong Fire Station. As the service area of the two units overlapped to a certain extent, the twin brothers occasionally turned up for the same incident. Once Sung-lai was investigating a burglary in a housing estate while his brother was conducting a fire inspection in the same estate. Their teammates found it difficult to tell them apart as they looked alike. In fact, the Force and the FSD have been working closely together. When a fire is reported, FSD officers will conduct investigation to determine whether a fire is of suspicious origin, and if it does, the case will be followed up by the Police. This manifests how officers in the Force and FSD work together with digilence to maintain law and order and protect the life and property of citizens in their respective professional fields.
Sung-fong is currently attached to the Licensing Authority Division to take enforcement actions against unlicensed hotels, guesthouses, private clubs and bedspace apartments, combat related illegal activities and assist in formulating fire safety provisions of such premises. He has many opportunities to work with the Force in joint operations. During operations, the FSD will prosecute operators of unlicensed hotels, guesthouses, clubhouses, bedspace apartments and karaoke establishments or any licensed premises in contravention of licensing conditions; whereas the Force will prosecute the operator of any clubs or karaoke establishments without a liquor licence, or arrest any persons that have breached the condition of stay.
The work of the Force is closely related to that of FSD. Working hand in hand like brothers, both departments uphold the mission to serve the public and make Hong Kong a better place to live in.
