The Government announced on November 19 that the Central People's Government, on the recommendation and nomination of the Chief Executive, Mrs Carrie Lam, has approved the appointment of Mr Tang Ping-keung, Deputy Commissioner of Police, as Commissioner of Police and the removal of Mr Lo Wai-chung from the post of Commissioner of Police.


On the same day, Mr Tang took up the new appointment while Mr Lo proceeded on pre-retirement leave after serving the Hong Kong Police Force for 35 years, the announcement said.


Commenting on the appointment of Mr Tang, the Chief Executive said, "Mr Tang has served in the Hong Kong Police Force for over 30 years and has extensive experience in criminal investigation, international liaison as well as operational command. He has distinguished performance and possesses proven leadership skills. I am confident that he will lead the Police Force in meeting the challenges ahead."


Speaking on the retirement of Mr Lo, the Chief Executive said, "Upon taking up the appointment as Commissioner of Police in May 2015, Mr Lo has made commendable efforts in maintaining Hong Kong as one of the safest cities in the world. He has demonstrated dedication and determination in safeguarding Hong Kong and upholding the rule of law in dealing with the social unrests in the past few months. On behalf of the Hong Kong Special Administrative Region (HKSAR) Government, I convey my heartfelt appreciation to Mr Lo for his contribution to the HKSAR and I wish him a happy retirement."


The Government also announced the appointment of Mr Siu Chak-yee, Senior Assistant Commissioner of Police, as Deputy Commissioner of Police on the same day.


Force bids farewell to outgoing CP


Speaking at the Guard of Honour Ceremony at the Police Headquarters on November 18, Commissioner Lo Wai-chung said that throughout his 35-year police career, he has witnessed the Force's continuous improvements in striving to maintain Hong Kong as one of the safest and most stable societies in the world. He expressed his sincere thanks to all Force members and his predecessors for their steadfast commitment and dedication which help make Hong Kong a safe and secure metropolis.


Mr Lo said the Force was faced with various difficulties over the years. Yet each time the Force was able to rise to the challenge and accomplish its mission of maintaining the public safety and public order of Hong Kong. Since June, radical protesters have been undermining Hong Kong's public order in utter disregard for the law. Unfazed by outrageous acts, police officers have become more determined than ever and stayed united as the last line of defence for Hong Kong. They have remained highly professional and as undaunted as ever in enforcing the law. Mr Lo expressed his heartfelt appreciation to officers for their efforts and was proud of their contributions to Hong Kong. He encouraged officers to hold on to what they have always stood for and have faith. He believed the Force will overcome the obstacles and restore peace and stability to Hong Kong.


Mr Lo said, "I would like to express my gratitude to the Force for supporting me in realising my dream of serving my home city. Above all, I have to say thank you to my long-time colleagues, and I will always miss you. Under the leadership of a new senior management, I believe the Hong Kong Police will enter into a new age and scale new heights. I will continue to stand with the Force, for you are the real heroes of Hong Kong."
