The Cyber Security and Technology Crime Bureau (CSTCB) has been organising cyber security seminars since 2016 to raise the cyber security awareness of critical infrastructure stakeholders. In view of the development of the COVID-19 outbreak, the CSTCB hosted the first cyber security webinar on the theme of “Assess the risks and protect your biz” on May 29. The webinar attracted the participation of about 320 cyber security professionals from various sectors, namely banking and finance, transportation, communications, government and public utilities.


In the opening remarks, Superintendent of the Cyber Security Division of the CSTCB Lam Cheuk-ho addressed that cyber criminals were found taking advantage of the outbreak of COVID-19 to attack or prey on critical infrastructures by creating COVID-19 themed malicious domains and sending phishing emails. In the first four months of this year, the CSTCB identified 787 malicious domains in Hong Kong relating to cyber attack while 116 of them targeted at critical infrastructures. Therefore, critical infrastructure stakeholders should stay vigilant to cyber security threats. They should put in place security measures to prevent the threats amid the outbreak of COVID-19.


In the sharing session, Inspector Yuen Hei of the Cyber Security Division summarised the observations of cyber security drills conducted in 2019 and highlighted the latest trend of cyber attack. Associate Partner of Ernst & Young (Financial Services Advisory) Mr Jason Ho shared with the participants the cyber security risks brought by home working and remote access, such as data breach and malware infection. He recommended preventive measures to the critical infrastructure stakeholders to reduce the risks.


At the end of the webinar, the participants had active discussion in the question and answer session. They welcomed the use of webinar in delivering information on cyber security. The CSTCB will continue to make use of technology for maintaining close contact with the critical infrastructure stakeholders to ensure cyber security.
