Having been honoured in 2015/16 and 2017/18, the Hong Kong Police Force again won the HR Excellence Award 2019/20 under the Organisational Category of “Employee Engagement”. The Mentor Police Constables (MPC) Scheme has been honourably presented with the HR Excellence Award by the Hong Kong Institute of Human Resource Management (HKIHRM) at its virtual presentation ceremony on September 25. Having previously won in the domains of “Employee Wellness”, “Resourcing” and “Technology Innovation”, the Force has been further recognised by the organiser for its sustainable staff engagement strategies which reflect its dedication to serving Hong Kong with Honour, Duty and Loyalty.


Chairman of the Force Working Group of MPC Scheme (FWG), Chief Superintendent Chan Man-tak, received the award on behalf of the Force. “The MPC Scheme sets out to inspire both the mentees and the mentors through a long-term bonding process. Prior to the pilot phase, we had a thorough discussion with supervisors and formation commanders. We all agreed that the Scheme’s core aims are to instil the passion in the police identity and to build up a friend-like mentoring relationship.” Rolled out in February 2019, the MPC Scheme has since trained and appointed over 600 MPCs and assisted more than 700 new PCs to settle in their posts upon passing out from the Police College.


“My MPC showed me how to be a real police officer, and how to discharge police duties with dedication,” Kobe, a junior constable who had participated in the Award’s final interview said. “I have learnt a lot from my mentor and will strive to be a qualified mentor to help others in future.”


With positive feedback from various stakeholders, the FWG will monitor and coordinate the operation of the Scheme by Districts/Formations, the Personnel Wing and the Police College in order to ensure its effectiveness through related training programmes, support and management measures.
