To enhance the operational capability and efficiency, the old New Territories South (NTS) Regional Operations Room was refurbished and converted into a new Higher Command (HICOM). On March 18, NTS Regional Commander Mak Chin-ho officiated at the opening ceremony of the HICOM. On the same occasion, the characteristics of the HICOM were also introduced to formation heads of NTS.


Apart from a new command room, the Traffic Operational Room has been incorporated in the HICOM with a view to strengthening the command and control ability through facilitating prompt and effective communication. The HICOM includes a few new features and technology enhancements. For example, a video wall was installed which channels video signals from various sources to allow instant and better situation appreciation with quality pictures and videos.


In addition to the enhancement of facilities, NTS Region also attaches great importance to the capability building of officers and regularly conducts sharing and training sessions. On April 8, Operations Wing of New Territories South (OPS NTS) showcased the new HICOM to district personnel and took the opportunity to share good practices on manning a control room, including District Operations Room, in a major incident or operation. To further strengthen the operational readiness at district level, Chief Inspector of OPS NTS Wong Yuet-chi recapped some essential operational requirements as stipulated in Force orders and manuals in relation to major incidents and counter-terrorism operations. In the same afternoon, a demonstration on the set up of a Forward Control Point (FCP) was arranged. Chief Inspector of Emergency Unit of NTS (EU NTS) Lau Chun-tang also highlighted the important elements of FCP as well as the communication and coordination with HICOM and Incident Command Centre.
