The Hong Kong Police College (HKPC) organised the Senior Command Course (SCC) for 18 Superintendents from the Force and one officer from the Immigration Department between July 5 and 16, with a view to developing the participants’ strategic leadership capabilities. The course comprised three parts, including self-awareness and leadership, context of policing and organisational effectiveness.


The participants took part in a youth engagement workshop to listen to the views of a group of secondary and university students regarding career prospects in the Greater Bay Area, followed by a group discussion. To allow the participants to understand how government policies are perceived by the public, they were asked to formulate pandemic control policies which were then evaluated by the students. The video of the workshop is available on the Force’s internal video sharing platform “P-TV”.


Moreover, the participants attended an online session on foreign affairs policy delivered by an academic of the China Institute of International Studies, a national think tank directly administered by the Ministry of Foreign Affairs of the People’s Republic of China. They also listened to an online sharing by a professor from the National University of Singapore on international political relations. Apart from attending a sharing session on China’s technological achievements conducted by the Dean of Faculty of Engineering of the Hong Kong Polytechnic University (PolyU), the participants also visited the newly established Research Centre for Deep Space Explorations to learn about PolyU’s contribution to the Nation’s first Mars exploration project, Tianwen-1.


Finally, Commissioner Siu Chak-yee took the opportunity to congratulate the participants on completing the course and shared his insights on strategic leadership. The Commissioner encouraged the participants to contemplate how to exert their influence in order to achieve the Force’s vision amidst internal and external challenges. He also emphasised the need to enhance internal communication and to work with the community whilst safeguarding national security by remaining vigilant against terrorism.
