In the past year, the Information Systems Wing (ISW) and the Hong Kong Applied Science and Technology Research Institute (ASTRI) co-developed a customised Police Speech Recognition Engine (SRE) “飛謄” that transcribes audio files into text for effective handling of voice records. Assistant Commissioner (Information Systems) Kwan Chui-ching and Chief Operating Officer of ASTRI Dr Martin Szeto attended the project closure meeting on October 8 to launch SRE.


Complaints Against Police Office (CAPO) is the first formation to use SRE. Officers can simply log in to SRE via the Departmental Portal on office terminals and upload telephone recordings with complainants for speech-to-text transcription to enhance work efficiency. In addition, six video interview rooms of CAPO have been upgraded and connected to the Force’s Intranet and equipped with warrant card login system so that the audio recordings of interviews by investigators would be automatically uploaded to SRE for transcription. CAPO investigators and supervisors would receive the audio recordings and transcripts on the Force’s storage platform “eDrive” and web portal of SRE for further processing. Investigators could utilise both the interview audio recordings and transcripts generated by SRE to speed up the process of preparing gist of interviews and thus greatly reduce case processing time.


Senior Inspector of CAPO Kwok Ka-wing said, “SRE assists CAPO investigators in speeding up the process of preparing gist of interviews with complainants. Supervisors can also apprehend the content of interviews more swiftly to speed up case processing and improve service quality.”


Superintendent of E-Police Division of ISW Henry Ho said, “The logo of SRE depicts a bird holding a pen in its beak, symbolising swift and convenient transcription. The accuracy of SRE is over 85 per cent. In the long run, SRE can enhance the capacity of big data analysis of the Force and its customised feature can strengthen the data security of the speech-to-text process. ISW would continue to work hand in hand with CAPO and ASTRI to improve the accuracy of SRE and extend its usage to other Force applications.”
