To enhance the Force’s professional capability in dealing with cases involving abuse of children and mentally incapacitated persons, and to strengthen communication with the vulnerable groups, Crime Wing officially established a volunteer secondary duty cadre - Vulnerable Witness Support Cadre (VSC) on July 18. It has recruited 173 members with relevant qualifications and held a four-day training in late September.


VSC members attended the Introductory Training on September 22 and 23. Officer-in-Command of VSC cum Senior Superintendent of Crime Support Lee King-hei and Police Clinical Psychologist Fung Ho-kin shared with Cadre members video-recorded interview skills with vulnerable witnesses. Senior Public Prosecutor of Department of Justice (DoJ) Ms Human Lam shared her court experience in related cases. In the Renewal Training held on September 27 and 28, 11 experienced trainers from the Force and the Social Welfare Department on Video-Recorded Interview with Child and Mentally Incapacitated Witnesses Training assisted 32 Cadre members to refresh their practical video-recorded interview skills. Lee King-hei encouraged Cadre members to keep committing themselves to helping vulnerable witnesses with their professional investigation and empathy, and establishing themselves as role models to attract more officers joining VSC.


Moreover, to enhance mutual understanding and collaboration with relevant organisations, VSC and JCP@Pat Heung co-organised a day camp on October 4 for 73 mentally incapacitated persons and their family members from the Hong Kong Joint Council of Parents of the Mentally Handicapped under the assistance of over 60 volunteers from the Force and DoJ. A variety of activities, including art workshops, floor curling, mini PH race, laser gun shooting experience and police car display, were held for promoting social inclusion culture, and for the participants to display their teamwork and develop versatile skills. Lee King-hei thanked the volunteers from the Force and DoJ for their participation and encouraged them to share the experience with their colleagues.
