The Force revamped the Force Inspection Process in 2025 and signed a three-year Memorandum of Understanding (MOU) with the City University of Hong Kong (CityUHK) on May 19 with the aim of enhancing operational efficiency through academic collaboration. Signed by Assistant Commissioner (Service Quality) Tsui Sheung-yee and Dean of the College of Liberal Arts and Social Sciences of CityUHK Professor Ho Tat-Kei, the MOU facilitated research projects, student engagement and knowledge exchange.
The first thematic study after the revamp focused on the Report Room (RR) Efficiency Review, with the objectives of enhancing the efficiency of the information technology systems in RR, streamlining RR procedures, applying behavioural insights (BI) to improve public service quality, and optimising resource allocation through the RR data-driven analysis. With the support of Psychological Services Group, Research and Inspections Branch has started working with CityUHK researchers on May 30 to support frontline officers, enhance RR efficiency and public experience through BI research.
Before the signing ceremony, CityUHK professors shared their latest research findings on combatting frauds related to telecommunications, virtual currencies and AI. Assistant Commissioner (Service Quality), in her address, emphasised the partnership’s significance, and indicated that it was a shared mission to address real-world challenges through knowledge.
