To ensure the smooth implementation of the Southbound Travel Scheme (Scheme), Traffic Branch Headquarters (TBHQ), together with the Transport and Logistics Bureau (TLB), Transport Department (TD), Airport Authority Hong Kong, other law enforcement agencies and relevant Force units have conducted a series of preparatory work, including the upgrade of Police systems to enable reading and input of the Guangdong and Macao vehicle registration marks and drivers’ particulars, and the creation of a new case category “Southbound Travel Scheme” in the Case Management and Investigation System (CMIS) for statistical purpose.


TBHQ has also arranged briefing sessions for Force senior managements and frontline officers. In particular, the inter-departmental joint briefing session held on October 24 was well received with attendance of over 200 officers and around 500 personnel watching the P-TV live broadcast. TBHQ will continue to conduct Regional briefing sessions to explain the relevant arrangements to frontline officers.


To enhance frontline officers’ capability in handling incidents or cases related to the Scheme, TLB and TD jointly conducted a series of tabletop exercises and on-ground exercises in September and October to test the communication and coordination among government departments.
