Regional Commander of Kowloon West (KW) Ng Lok-chun and Chief Superintendent of Cyber Security and Technology Crime Bureau (CSTCB) Lam Cheuk-ho jointly officiated at the opening ceremony of KW Digital Forensics Laboratory on January 29, which marks a further enhancement of the Force’s digital forensic examination workflow and strengthening of officers’ digital evidence-gathering capabilities under Project RISE.


In the KW Digital Forensics Laboratory, there is also a self-service forensics centre which provides frontline investigating officers with various self-service forensics tools, including X-Swift Digital Evidence Capturing Tool, Automatic Speech Recognition (ASR) System, and the newly launched M-Swift Mobile Device Digital Evidence Extraction Tool. The Centre assists KW investigating officers in completing evidence-gathering work immediately when handling simpler cases, enhancing case processing efficiency and operational effectiveness.


The M-Swift system, jointly developed by CSTCB and a Chinese Mainland digital forensic institution, was first launched in KW Region and the first phase lasted for three months. Officers can directly perform functions such as screen capturing, screen recording and file extraction from mobile devices, and also independently complete the preservation and extraction of digital evidence. To support the implementation of the scheme, CSTCB previously provided training to 57 investigation officers from KW Region and various Districts, as well as members of the Technology Crime Investigation and Response Cadre.
