Deputy Commissioner (Management) (DCP MAN) Chan Joon-sun led a five-member delegation, including the newly appointed Assistant Commissioner (ACP) (Personnel) Dr Law Yuet-wing, Director of the Police College (College) Cheng Lai-ki and College representatives, to Beijing from February 3 to 5. They paid a courtesy visit to the Personnel Training Bureau of the Ministry of Public Security (MPS), People’s Public Security University of China (PPSUC), Beijing Police College, Tsinghua University and the Police Association of China, and conducted work meetings with them.
In January 2024, the Force signed the Letter of Intent on Co-operation in Training Exchanges between the Public Security Authorities of the Chinese Mainland and the Hong Kong Police Force with the MPS, aiming to enhance training and exchanges between the Force and the public security authorities in the Chinese Mainland. In 2025-26, the Force has arranged for 80 groups of over 2 350 officers to participate in training and exchange programmes in the Chinese Mainland. These include six training programmes at various police institutions, two Instructors Exchange Programmes focusing on police tactics, and numerous national study programmes. Meanwhile, the College has received a number of delegations from relevant programmes.
During the visit, DCP MAN met with Deputy Director General of the Personnel Training Bureau of the MPS Mr Li Jun, reviewing the progress of the training programmes for 2025-26. Both sides acknowledged the achievements of these programmes and discussed plans for 2026-27.
In addition, the delegation paid a courtesy visit to the new Secretary-General of the Police Association of China Mr Duan Daqi, as well as visits to President of the PPSUC Mr Wang Yi, Vice President of Beijing Police College Ms Li Rui and Dean of the School of Public Policy and Management of Tsinghua University Professor Zhu Xufeng. DCP MAN thanked all the institutions for their support of the training and exchange programmes organised by the Force, while the leaders of these institutions also expressed their hope to continue strengthening cooperation with the Force.
