Chief Inspector Chan Hok-chun from the Police Community Relations Office of Tsuen Wan District is a graduate of the first cohort of the Executive Master of Public Administration (EMPA) programme jointly organised by the Police College and Tsinghua University. His graduation thesis, entitled Hong Kong Police Misconduct Governance Policy, was honoured with the School of Public Policy and Management of Tsinghua University’s Outstanding Thesis Award and the university-wide Award of Outstanding Thesis in 2024. His work also won the 10th National Outstanding MPA Thesis Award in February.


Of the 38 828 theses submitted by 156 institutions across the country this year, only 39 were selected as winners. Chan Hok-chun said he was deeply honoured to be among the first batch of Tsinghua students to receive this award since the launch of the programme, and he sincerely appreciated the training opportunity offered by the Force as well as the support from his professors and fellow classmates in Tsinghua University.


Since its launch in 2021, the programme has enrolled 148 police officers and officers from Security Bureau and other disciplined services. Currently, two cohorts have graduated.
