(Commander of the Most Excellent Order of the British Empire) Mr Hui Ki-on, QPM, CPM

Mr Hui is Commissioner of Police and has nearly 35 years of service in the Force. He was promoted Deputy Commissioner of Police in 1993 and appointed Commissioner in 1994.

(Officer of the Most Excellent Order of the British Empire) Mr Tsang Yam-pui, QPM, CPM

Mr Tsang joined the Royal Hong Kong Police in 1966 and held a number of demanding appointments before being posted as Deputy Commissioner of Police, Management, in 1996.

Mr Wong Tsan-kwong, QPM, CPM

Mr Wong has 34 years of service in the Royal Hong Kong Police and served in a wide range of important posts before his appointment as Deputy Commissioner, Operations, in 1994.

(Member of the Most Excellent Order of the British Empire) Mr Cheng Fook-hong, CPM

Mr Cheng served in the Royal Hong Kong Police for 36 years, reaching the rank of Chief Superintendent before his re tirement from government service.

Mr Ching Kwok-hoo, Pedro, QPM, CPM

Mr Ching has served in the Royal Hong Kong Police since 1963, he was promoted Senior Assistant Commissioner in 1994 and is currently Director of Management Services.

Mr David Toby Emmet, QPM, CPM

Mr Emmet retired from the Royal Hong Kong Police earlier this year after completing 34 years of service and reaching the rank of Senior Assistant Commissioner in 1994.

Mr Anthony Joseph Mullins, QPM, CPM

Mr Mullins entered the Royal Hong Kong Police in 1965 and has served in a variety of different appointments before being posted in 1995 as Director of Personnel and Training in the rank of Senior Assistant Commissioner.

Mr Lee Ming-kwai, CPM
has completed 27 years in the Force and is currently Assistant Commissioner of Police, Special Duties, Operations responsible for the handover ceremony.

Mr Peter Ernest Halliday, CPM
has been a member of the Force since 1967 and is now posted as Assistant Commissioner of Police, Information System.

Mr Spencer Foo Tsun-kong, CPM
has completed nearly 30 yearsŐ s ervice in the Force and is Assistant Commissioner of Police, Operations.

Mr Michael William Horner, CPM
joined the Force in 1970 and is at present Assistant Commissioner of Police, Service Quality.

Mr Eric Leung Chi-bun, CPM
entered the Force in 1967 and is now Regional Commander, Kowloon East in the rank of Assistant Commissioner of Police.
Mr Ng Wai-kit, CPM
has been a member of the Force since 1967 and his current posting is Assistant Commissioner of Police, Personnel.

Mr Gordon Fung Siu-yuen, CPM
joined the Force in 1972 and is at present Assistant Commissioner of Police, Crime.

Mr Michael Brian Dowie, CPM
entered the Force in 1972 and is currently Chief Superintendent, Crime Headquarters.

Miss Millie Stradmoor, CPM
has served in the Force since 1968 and is currently Deputy Regional Commander Marine in the rank of Chief Superintendent.



CPM (Colonial Police Medal for Meritorious Service)

Mr John Martin Henry Bicknell joined the Force in 1975 and is now a Senior Superintendent in Security Wing.

Mr Bruce Bill has completed 24 years service in the Force and is currently posted as Senior Superintendent, Conditions of Service & Support.

Mr Roger John Booth entered the Force in 1978. He was promoted Senior Superintendent in 1993 and is now on pre-retirement leave.

Mr Chau Kwok-kuen has served in the Force for over 30 years and is now a Station Sergeant in Enforcement & Control, Traffic, Hong Kong Island.

Mr Chung Hiu-pang joined the Force in 1974 and his present post is Chief Superintendent of Police in the Commercial Crime Bureau.

Mr Eric Crowter has completed 34 years service in the Force and is now Senior Superintendent of Police, Administration, Traffic Headquarters.

Mr Ronald Howard Davies entered the Force in 1971. He was promoted Senior Superintendent in 1994 and is now on pre-retirement leave.

Mr Fong Kai-cheung has been in the Force for 28 years and is currently posted as Senior Superintendent of Police, Traffic, Kowloon West.

Mr Blake David Marshall Hancock joined the Force in 1977 and is now Deputy Commandant of the Police Tactical Unit in the rank of Senior Superintendent.

Mr William Michael Harvey entered the Force in 1977. He was promoted Senior Superintendent in 1992 and is now on pre-retirement leave.

Mr Arthur Kwok Chi-shun has been a volunteer member of the Auxiliary Force since 1977 and is serving at present at the Auxiliary Police Headquarters in the rank of Chief Superintendent Auxiliary.

Mr Leung Yu-kau joined the Force in 1964, was promoted Station Sergeant in 1977 and retired in May this year.

Mr Victor Lo Yik-kee entered the Force in 1976 and is now serving in Crime, Kowloon West in the rank of Senior Superintendent.

Mr Luk Kai-lau, CPM, has been in the Force since 1965. He was promoted Station Sergeant in 1981 and is now serving in a Patrol Sub-Unit, North Point Division. He was awarded the CPM for Gallantry in 1973.

Mr David Madoc-Jones has served the Force for 24 years and is currently Senior Superintendent, Operations in the Hong Kong Island Region.

Mr Mok Ying-chuen has completed 34 years service in the Force and his present post is at the Yuen Long Division in the rank of Station Sergeant.

Mr Trevor John Oakes joined the Force in 1975 and is currently posted as Chief Superintendent, Support, Crime.

Mr Michael Philip O'Callaghan completed 23 years service with the Force, was promoted Senior Superintendent in 1995 and is now on pre-retirement leave.

Mr Michael Stewart Parker has been a member of the Force since 1977 and is currently serving as Superintendent, Emergency Unit, New Territories South.

Mr Shing Hee-luk entered the Force in 1967. He was promoted Station Sergeant in 1988 and has served in the Criminal Records Bureau since 1973.

Mr Siu Kin-tak joined the Force in 1964 and is currently posted to the Regional Crime Unit, Kowloon West in the rank of Station Sergeant.

Mr So Wing-cheung has been a member of the Force since 1965, he was promoted Sergeant in 1975 and his current post is in the Kowloon City Division.

Mr Suen Kwai-leung has completed 21 years service in the Force and is currently Deputy District Commander, Wan chai District in the rank of Senior Superintendent.

Mr Tam Yau-tong became a member of the Force in 1969. He was promoted Station Sergeant in 1980 and is now serving with the Emergency Unit, Hong Kong Island.

Mr Ting Siu-ki has 25 years service in the Force and his present posting is in Hong Kong Island Region on traffic duties.

Mr To Ho-kee joined the Force in 1969 and his present appointment is as Chief Superintendent, Administration, New Territories North.

Mrs Betty Tsang Chang Hawk-shu has completed 23 years volunteer service in the Auxiliary Force and she is currently serving as a Senior Superintendent (Auxiliary) on administrative duties in the Hong Kong Island Region.

Mr Tsang Pang-fei entered the Force in 1965. He was promoted Senior Inspector in 1987 and he has been in charge of the firing ranges at the Police Training School, also since 1987.

Mr Iain Tse Ho-yin joined the Force in 1967 and is now Assistant District Commander, Administration, Central District in the rank of Superintendent.

Mr Gavin Munro Neville Ure joined the Auxiliary Force in 1982 after seven years service in the regular Force and is now serving in the rank of Chief Superintendent in the Auxiliary Headquarters.

Miss Patricia Kathleen Walsh has completed 20 years service with the Force. She was promoted Superintendent in 1991 and has become well-known for her role in promoting awareness of crimes against children.

Mr Richard Andrew Williamson joined the Force in 1966 and has served since 1994 in the, then, newly established Service Quality Wing in the rank of Senior Superintendent.

Mr Wong Doon-yee has served in the Force since 1978. He was recently promoted Chief Superintendent and is currently attending a command staff course at the UK Police College, Bramshill.

Mr Yam Tat-wing has been in the Force since 1972 and his current appointment is Commandant of the Police Tactical Unit in the rank of Chief Superintendent.

Mr Robert Louis Youill joined the Force in 1977. He was promoted Superintendent in 1990 and retired in May this year.
