Future glimpse for Mrs Ip

SECRETARY for Security Regina Ip recently toured Information Systems Wing as part of a series of familiarisation visits to formations throughout the Hong Kong Police Force. Accompanied by DMS Dick Lee Ming-kwai and ACP IS Peter Halliday, she was introduced to the many ongoing and exciting projects in the fields of information technology and communications. Particular emphasis was placed on the Information Systems Strategy Review which is now underway and will keep the Force at the forefront of technology for the next five years.

Mrs Ip especially asked to view the Computer Assisted Fingerprint Identification System (FAFIS) and Photo Album(PAL)System. Demonstrations of these were given by Information Technology Branch and Crime Wing staff.

The visit concluded in the workshops of Communications Branch where Chief Telecommunications Engineer Raphael Chiu demonstrated the various and sometimes unusual maintenance tasks undertaken by his organisation.

Thermal imagers, radar speed traps and bomb disposal robots were on display among the more commonplace radios and telephones.

Mrs Ip showed great interest in prototypes which will lead to the next generation of communications equipment, actually receiving a fax message on a hand held device which also handles voice and data transmissions. There is every possibility that beat officers will soon be carrying a personal communications pack containing a radio, telephone, data and transmitting video camera in a package smaller and lighter than the current beat radio.


Financial investigation course

THE annual Financial Investigation Course (FIC) run by the Narcotics Bureau, held last month at the Police Officers'Club, was successfully completely by 34 officers-seven of whom were from law enforcement agencies in the Philippines, Singapore, Thailand, United Arab Emirates. Two Public Security Bureau officers from the mainland also completed the course, as did members of the Custom & Excise Department and Inland Revenue.

The participants were congratulated by Director of Crime & Security Douglas Lau.

The aim of the five-day course is to provide knowledge on anti-money laundering policy and legislation in Hong Kong,and to teach law enforcement officers financial investigation techniques.

In order to widen the coverage of the material taught to officers from Regions/Districts, this year the course was divided into two parts with the first section concentrating on local financial investigations and confiscation proceedings, while the second focused on money laundering investigations, international co-operation and concluded wiht an exercise on asset tracing.

Since 1988, a total of 266 police officers, 36 C&E officers, 4 ORD officers, 46 overseas and 18 officers from the mainland have attended the course.


Airport District praised by shop owner
A banner was recently presented to Crime Officers of the Airport District by Andrew Miles, the owner of a shop in the Chek Lap Kok Airport to mark their prompt response in recovering $1.3 million worth of stolen jewellery. It was the first serious shop theft in the new airport in which a Taiwanese woman was suspected of stealing the jewellery from Mr Miles' shop after which she boarded a plane back to Taiwan. Following an investigation, crime officers of Airport District contacted Taiwanese authorities who arrested the suspect and recovered the jewellery.
