ASSISTANT Commissioner of Police (Information Systems) Peter Halliday was presented with the 1998 CEO Excellence in IT Award on May 3, which recognised the contribution of the Hong Kong Police Force to the development and implementation of the Personnel Information Communal System (PICS) database for its disciplined and civilian staff.

The award, sponsored by Hewlett-Packard Asia-Australasia, was given to those organisations which helped achieve their business objectives through the innovative use of HP technology.

The PICS had earlier won another award presented by the Hong Kong Management Association. Assistant Commissioner of Police (Personnel) Yam Tat-wing represented the Force to receive the Certificate of Merit for the Award for Excellence in Training.


IPCC calls on CAPO
INDEPENTENT Police Complaints Council (IPCC) members Mrs Grace Tam, Mrs Betty Cheng, Mr Justin Yue, Secretary Mr Alfred Wong and six IPCC secretariat staff visited the Kowloon Office of the Complaints Against Police Office (CAPO K) on May 13. They were briefed by Senior Superintendent of CAPO IP Lau-huen on the facilities in the report room in CAPO K, the establishment and restructuring of CAPO, complaint trend and strategies to prevent complaints. They also discussed matters including Informal Resolution,video-recording interviews of complainants and complainees and the IPCC Observers Scheme.

Accolades for jewellery heist hero

POLICE Constable Andrew Wu Hon-bun of Tsim Sha Tsui Division was presented with a letter of appreciation by Regional Commander of Kowloon West James Walker on May 13 for his alertness, professionalism and courage in subduing a jewellery robber.

At about 4.30 pm on May 9, the culprit stole $5 million worth of jewellery and watches from a jewellery shop in the Regent Hotel Shopping Arcade, Tsim Sha Tsui. In response to the reported robbery, Mr Wu confronted the suspect who during questioning, pulled out a pistol-like object, and a violent struggle ensued during which the officer had to discharge his police revolver. All the stolen property was recovered at the scene.



Crazy Captions

WE had a mammoth submission of Chinese entries for last issue's Crazy Caption contest.

Out of all the entries, OffBeat's Editorial Committee got the biggest chuckle out of this one from Ms Chan Lai-ngor, Clerical Assistant of the Complaints and Internal Investigations Branch, and voted it the winner.

The Chinese caption doesn't translate too well, but is comical in its native script. It loosely translates as the woman officer thinking: "You look really smart in uniform, I like it", as Mr Ng thinks to himself: "Look at this pretty woman officer. It's my honour to receive flowers from her".
