In 2004, the Finance Wing rose to the challenge of achieving cost effectiveness through a strong sense of responsibility in the management of financial resources. Once more, several significant targets were met and some new ones created. Our priorities for the future are to reach the overall goal of Efficiency Savings by 2006/07, and to continue placing financial authority in the hands of our budget holders.

The Administration Wing further enhanced human resource and financial management as an essential and integral part of the support structure for Police operations. For the future, we will continue to raise efficiency and effectiveness in delivering our service by implementing new initiatives to meet changing needs and new challenges.

Over the year, the Planning and Development Branch completed or prepared to complete several new capital works projects. The most significant one in the Force's history was the new Police Headquarters Complex. The energy efficient, user-friendly and highly intelligent complex reflects our commitment to serving the community and taking the Force onwards into the 21st century.

Finance Wing

2004/05 Financial Results
For the financial year ending March 31, 2005 , the total expenditure of the Force was estimated to be $11.3 billion, amounting to about 4.6 per cent of the Government's total budget for the year. Of this allocation, salaries and allowances account for about $9.7 billion, with the rest being contributed by departmental expenses and capital items. Fines, penalties and other fees and charges are expected to produce some $406 million in revenue.

Efficiency Savings Exercise
The Force has agreed to the target of Efficiency Savings of $278 million for 2004/05. This exercise is being carried out with the aim of achieving a 2.5 per cent savings on recurrent expenditure and avoiding a reduction in front-line Police coverage.

One-line Vote
Expenditures under various traditional sub-heads are now pooled under the sub-head of operational expenses. Subject to prescribed conditions, the Force has the flexibility to vire funds between categories under this sub-head without having to seek prior approval. This arrangement has considerably facilitated decision making in resource management. For the financial year ending March 31, 2005 , the arrangement was invoked for some $80 million of departmental expenditure.

Administration Wing
The Force has a civilian establishment of over 5,200 to perform duties that do not require the exercise of constabulary powers. They are deployed throughout the Force to provide administrative, secretarial and technical support services to Police operations.

During the year, in order to continue streamlining structure and procedures, we launched a number of initiatives. These included the amalgamation of registries and the pooling of secretarial services, as well as the retraining and flexible deployment of civilian staff to take up new responsibilities.

Planning and Development Branch
The new Police Headquarters, Arsenal House Complex, is regarded as the most significant building project in the Force's history. The building at No.1 Arsenal Street was completed in April and became fully operational in December 2004. This modern, intelligent and prestigious complex incorporates energy conservation measures as well as design features that minimise recurrent costs. The co-location of various public accessible offices under one roof has enabled the Force to provide a more convenient one-stop service for members of the public. The common facilities, including an auditorium, a multi-purpose hall, catering facilities and a firing range, will undoubtedly enhance Police operational efficiency.

Other major building projects completed in 2004 included the Penny's Bay Police Post. This was constructed as part of other associated infrastructure and community facilities to support the future Hong Kong Disneyland Theme Park on Lantau Island. It is scheduled to be in operation by the third quarter of 2005 and will serve as a reporting centre to receive reports made by visitors to the Park as well as residents in the nearby area.

The New Territories South Regional Headquarters and Operational Base in Tsuen Wan is on schedule for completion in 2005. The purpose-built functional office building and podium block for the New Territories South Regional Headquarters and Operational Base will house all the operational and supporting units of the Region under one roof. This will greatly strengthen Police responsiveness to incidents and the quality of services provided to the public.

The Marine Outer Waters District Headquarters and Marine North Division project is scheduled to be completed in early 2006. The construction of a purpose-built Marine Police operational base, by redeveloping the existing land site currently occupied by the Marine North Division, aims to provide the units concerned with a specifically-designed accommodation for sea-going duties.

In order to meet the demand for new clearance facilities as a result of the rapid growth of cross-boundary traffic, the Government plans to construct a number of new boundary crossing points. Presently, the Force is participating in the development of boundary crossing facilities at Dongjiaotou in Shekou and the KCR East Rail Sheung Shui to Lok Ma Chau Spur Line. Both will be completed in 2006. A further cross-boundary project, which is part of the "Sky City" at the Hong Kong International Airport, is also under development by the Airport Authority. The Force will be involved with other disciplined departments to police the facility.
