Over the years, our predecessors have established a professional and capable image of the Force with their wealth of experience and wisdom. The overall crime rate and the number of violent crimes have hit a new low since the 1970s. Capitalising on the valuable experience and knowledge we gained in the past, we should "Learn the Lessons from History" and promote the idea of "Past experience, if not forgotten, is a guide for the future" so as to strive for the better.


On May 31, over 30 Knowledge Management (KM) Ambassadors of the Storytelling Group visited the Police Museum in Wan Chai Gap. Under the guidance of Force Curator Sum Chong-mun, the ambassadors learned the work of the first Police Force of Hong Kong, which was led by the first chief of police, Captain William Caine, with a formation of 32 discharged soldiers; the origin of different emblems of the Force; the layout and the distribution of police stations after the founding of Hong Kong; the recruitment of Chinese, Indian, Pakistani and European officers; the evolution of uniforms; the battle against plague; the hunting of a tiger for villagers; and the transformation of the Force after the Second World War. Such information provided Storytelling Group members with lots of valuable materials in preparing for the knowledge sharing project of "Learn the Lessons from History" to be rolled out in the future.


In the afternoon, they went to the Police College to attend a workshop delivered by the KM Champion of the Storytelling Group, Senior Superintendent Kong Hok-lai, on details of the new knowledge sharing project. Mr Kong hoped that officers would uphold the concept of knowledge sharing through exploring old police stories and the evolution of the police system as well as consolidating policing knowledge. This will help inspire Force members to inherit knowledge and experience.


The workshop was followed by a sharing session conducted by Programme Officer from the Video Production Unit of the Learning Technologies Division (LTD) Tam Yiu-hung about video production skills. In addition, Senior Inspector Ngai Hon-fan from the Project Support and Liaison of the LTD explained to the KM Ambassadors the relevant laws regarding aerial photography as well as the related guidelines and the requirements of the Civil Aviation Department.


To sum up, the history and old stories of the Force could serve as guiding light. The Storytelling Group believes that the upcoming "Learn the Lessons from History" series would help officers know more about the history of the Force and benefit from the knowledge.
