Central District (CDIST) established the Lan Kwai Fong Guardian Charter with the Lan Kwai Fong Association and local outlets recently with a view to tackling alcohol-fuelled violence, cracking down on "quick-cash crimes" and safeguarding the safety and property of visitors.
The Charter is an innovative community-policing programme. Through close co-operation with the Association and over 40 outlets, CDIST aims to provide the public with a safer and more orderly entertainment environment. The Charter advises the outlets to provide storage facilities for customers and verify customers' identity for any credit card transaction of more than $2,500. Staff of the outlets are advised to help customers at risk and intervene in disorderly situations at an early stage to prevent crime.
A launching ceremony was held on May 2 to signify the Lan Kwai Fong (LKF) community's implementation of the Charter. CDIST Commander Lui Kam-ho and Chairman of LKF Association Dr Allan Zeman addressed the ceremony. This was followed by the presentation of a promotional video, a certificate presentation session and a tour around LKF.
Also attending the ceremony were Regional Commander of Hong Kong Island Yu Tat-chung, Member of the Executive Council and Legislative Council Mr Tommy Cheung, District Officer (Central and Western District) Mrs Susanne Wong, Chairman of Central and Western District Council Mr Yip Wing-shing and Chairman of Central and Western District Fight Crime Committee Mr Yeung Man-lee.
