The Staff Opinion Survey 2018, conducted between March 2 and 31, is an important internal communication tool to collect views and concerns from the Force's most important asset, its staff.


Following the last survey in 2013, the Staff Opinion Survey 2018 was conducted through a new Government online survey platform developed by the Efficiency Office. The platform allowed officers to use Force computer terminals as well as, for the first time, their own personal devices (through QR Code access) to safely and securely complete the survey questionnaire. By utilising the Efficiency Office platform, the Force has made the best use of Government resources and internalised the Staff Opinion Survey exercise.


A total of 5 448 disciplined, civilian and auxiliary officers were anonymously surveyed in 2018, representing a cross-section of ranks from Police Constable to Superintendent. Out of the total, 4 085 responded, marking a response rate of 74.9 per cent, which was an increase of 7.6 percentage points when compared with the 2013 survey.


Similar to the previous surveys, six major areas of staff engagement were measured. Five out of the six factors showed positive improvement since 2013, whilst a slight decrease was noted for "Communications", both internally and externally. Officers expressed that there was a need to enhance communication with the staff in general and with the public on traffic enforcement challenges.


The findings of the 2018 survey once again confirmed that Force members are highly committed to supporting the Force's vision and values, with 93 per cent of those surveyed indicating their full support for the Force's vision "that Hong Kong remains one of the safest and most stable societies in the world", the same percentage as 2013. Significantly, 84 per cent of the respondents indicated their willingness to put in extra effort to help the Force to be successful. This compares with 78 per cent in 2013. Seventy per cent of the respondents agreed with the statement that "the overall performance of the Force is good". Eighty-five per cent of the respondents expressed satisfaction with their job in the Force on the whole, a significant increase of 15 percentage points when compared with 70 per cent in 2013. Eighty per cent of the respondents also indicated that they were ready to make changes in order to face future challenges. This compares with 68 per cent in 2013.


The Force management is heartened to see that the survey results show the staff remain steadfast in their commitment to upholding integrity. When asked on actions relating to the Force's values, the officers considered "taking a stand against corruption", "being impartial in the execution of duties" and "being prudent in private life" to be the most important. These results are consistent with the findings of the previous surveys.


The Force management attaches great importance to the results of the Staff Opinion Survey. Staff briefings will be held and action plans will be drawn up to take forward the issues raised in the survey.
