Passing on wisdom


Since its launch in 2016, the Prosecuting Officer Mentorship Programme has invited officers with experience in the Discipline Division or Force Discipline Adjudication Unit (FDAU) to serve as mentors, providing guidance and support for the new Prosecuting Officers (POs).


The Personnel Wing (P Wing) organised a sharing session on February 9, during which the participants exchanged views on how to enhance the quality and efficiency of prosecution. The Discipline Division and FDAU analysed the common challenges encountered in disciplinary enquiries, while the mentors shared their practical insights and explored ways to guide the new POs. During the sharing session, Assistant Commissioner (Personnel) Dr Law Yuet-wing presented appreciation letters to the outstanding mentors and appointment letters to the new mentors.


Multi-pronged approach to expedite and enhance efficiency


The P Wing has recently implemented a series of measures to alleviate the administrative burdens on frontline staff and accelerate the disciplinary review process. Last December, the Discipline Division launched the Discipline CONNECT initiative to proactively provide support for investigating units, reducing resource consumption in handling misconduct cases and enhancing officers’ confidence and capability in management. Meanwhile, a disciplinary procedures briefing package was disseminated to all Formation Discipline Officers to promote consistency and fairness in case handling. The Force has also received full support from the Department of Justice with a priority mechanism established to expedite the provision of legal advice.


Looking ahead - Continuous optimisation


To align with the Government’s efforts to optimise the civil service disciplinary mechanism, the P Wing is conducting a comprehensive review of the existing disciplinary procedures to improve the efficiency of disciplinary enquiries and case handling by streamlining the process while ensuring fairness and impartiality. The Force is also committed to strengthening the roles and responsibilities of frontline supervising officers in personnel management and case follow-up, with a view to ensuring that the cases can be handled in a smoother and more stringent manner.
