This performance pledge outlines the service standards as established by the Crime Wing of the Hong Kong Police Force (HKPF). It also specifies the channels through which the public may enquire about or provide feedback on the service received.
This performance pledge covers the following police work:
Criminal investigation;
Witness reassurance;
Issuance of Certificates of No Criminal Conviction (CNCC);
Handling of data access requests for Criminal Conviction Data (CCD); and
Handling of applications for Sexual Conviction Record Check (SCRC).
Police will respond to all crime reports. Complainants and victims will be informed of the progress or results of the investigation according to the following timeframes:

When a court orders the return of a person’s property used as an exhibit, it will be returned as soon as possible following expiration of the appeal period.
Property not required as an exhibit will be returned to the owner as soon as possible.
When you report a crime, you will be provided with the responsible officer’s office telephone number and given a Crime Investigation Unit Contact Card with relevant details.
If you are the victim of a sexual offence, you will normally be interviewed privately by an officer of the same sex.
In the event of an interview with a juvenile under the age of 16 or a mentally incapacitated person, the Police will normally arrange for accompaniment by their parents, guardians or other suitable adults, unless such an arrangement would constitute perverting the course of justice or cause harm to others.
If you are required to attend court as a witness, the officer in charge of the case will inform you of the hearing’s date, time and location once these details are available.
Witnesses assessed to be possibly under genuine threat will be provided with suitable protective measures by the Police.
Mentally incapacitated persons and child witnesses of sexual abuse, cruelty, assault, or threats may have interviews with the Police recorded on video for court evidence. In such cases, as well as for complainants in sexual offences, evidence may be given through live television link and with the accompaniment of support persons.
Upon submission of complete application documents, payment of the processing fee, and successful fingerprinting, the result will be sent to the relevant Consulate, Immigration Authority, or Government Authority within four calendar weeks. The CCD Office will inform the applicant by phone to collect the result in person within 40 days of receiving the request. If conviction data is found, a copy of the records will be provided at the CCD Office. Otherwise, only a verbal reply will be given under section 19(1A) of the Personal Data (Privacy) Ordinance, Cap. 486, Laws of Hong Kong. If an applicant has no conviction record against the specified sexual offences list, the check result will be uploaded onto the Auto-Telephone Answering System (ATAS) within five working days after submission of all required documents and successful fingerprinting. The HKPF will monitor these standards by analysing the investigation of every crime report.

Use the “Complaint Against Police e-Report form” available on the HKPF website or “e-Report Centre” on the "Hong Kong Police Mobile App".
