Towards a Cleaner Environment

The Force's mission is to enhance Force members' environmental awareness through education and publicity, and to encourage their participation in conserving the environment. We collaborate with relevant organisations to promote environmental management in the Force. This includes compliance with the "Clean Air Charter", relevant green legislation and codes of practice.

Green Management

The Force is committed to conserving the environment through appropriate means. The Steering Committee on Green Management, chaired by the Director of Finance, Administration and Planning, serves as the focal point for monitoring and addressing energy saving and environmental management issues in the Force.

Due to Formations' concerted efforts in 2014, there was a decrease in the consumption of paper, fuel for Police vehicles, and fuel for Marine fleets and gas.

Waste Minimisation

The Force continued to maintain its efforts to minimise paper consumption. Measures such as communication by e-mail, and issuing and storage of bulky documents and reference materials through electronic means instead of hard copies have become common practice at all levels. Electronic notice boards and paperless conferences are also encouraged.

The Force continued to purchase green products such as recycled ink/toner cartridges, mercury and cadmium free dry batteries, and rechargeable batteries. Wood-free and recycled printing paper constituted a high percentage of the total amount of paper consumed. Staff were reminded to purchase as many green products as possible where economically viable.

Water Management

The Force encouraged the use of water saving devices, including low flow showers/showers with timers, low flow taps with sensors, dual flush cisterns and sensor type urinals in Police premises to save water. "Guidelines on Water Conservation" were posted on E-Green Corners and stickers were displayed at conspicuous places to remind staff to reduce water consumption and prevent water wastage.

Energy Conservation

Energy-efficient light tubes continued to be widely used in the Force. Timers were also installed to control the lighting period of the floodlights with adjustments set according to seasonal changes. LED bulbs were also used to improve the energy efficiency of compound floodlights.

Solar water heating systems and energy-efficient water heaters were introduced in Police premises to improve the energy efficiency of the water heating system. Energy saving stickers were also displayed at conspicuous places within Police premises to enhance staff awareness of energy conservation.

Environmental Awareness among Staff

Green management concepts have been incorporated in various Police training programmes and activities. Force members are regularly briefed on green management issues during training days to increase their environmental awareness.

To enhance staff awareness of environmental conservation, Force members were encouraged to participate in various green activities, such as the Project E2 (Electricity Efficiency) held in Yau Tsim District. This was aimed at reducing the District's electricity consumption and raising officers' awareness of environmental protection. Other initiatives included Gardening Competition, Reduction of Carbon Emission, Save Water, Save Paper, Save Energy, Let Us Do It and Take the Stairs Day conducted in Marine Region to reflect the Force's 3-R (Reduce, Re-use and Recycle) principles.

Recycling Programmes

Twenty-seven Police premises have joined the Programme on Source Separation of Commercial and Industrial Waste organised by the Environmental Protection Department (EPD). Recycling programmes focus on waste paper, aluminium cans and plastic bottles, glass bottles, CDs/VCDs/DVDs, cartridges, and waste cooking oil.

Initiatives in New Police Buildings

A number of greening initiatives have been incorporated into the 11-storey new Yau Ma Tei Divisional Police Station at West Kowloon Reclamation. Various forms of energy efficient features and renewable energy technologies have been adopted, such as an innovative building form to allow maximum air ventilation, a double height covered terrace and central courtyard to harvest maximum natural ventilation lighting for the central atrium, water-cooled chillers (fresh-water), automatic demand control of chilled water circulation system, automatic demand control system for air supply, and demand control of fresh air supply with carbon dioxide sensors.

The design has also maximised the opportunity to use renewable energy and green building materials with high recycling content. Other initiatives include greening on rooftop, vertical greening and landscape features for environmental and amenity benefits. Condensate water and rainwater recycling systems will be used for irrigating the greenery.

Engagement with Stakeholders

In 2014, the Electrical and Mechanical Services Department conducted a number of energy saving reviews and conducted energy walk-through inspections for 37 Formations to identify energy management opportunities in these Formations.

The Force continued to promote the Used Clothing Collection Campaign jointly organised with the Salvation Army, and participated in the one-hour-long lights out event – Earth Hour 2014 organised by the World Wide Fund For Nature Hong Kong on March 29.

Indoor Air Quality

In 2014, Central District Headquarters and Divisional Police Station continued to receive the Excellent Class Indoor Air Quality (IAQ) Certificate and 11 Police premises were awarded Good Class IAQ Certificates. Police premises will continue to be selected in the coming years for the conduct of IAQ measurements and related improvement works.

Challenges of Climate Change

Greening plays an important role in providing an environmentally friendly and quality working environment. To promote the development of quality skyrise greenery, green roof gardens were set up in 10 Police premises. Green walls were installed on the rooftop of Arsenal House East Wing, at Police Headquarters Harcourt Garden staff entrance and at Wong Tai Sin Police Station Report Room.

In support of the Government's initiatives to meet the challenges of climate change, continued efforts were made to reduce fuel consumption and greenhouse gas (GHG) emissions. For Police land transport, the use of recycled engine oil has been expanded to include more Police vehicles. In 2014, the Force continued to expand the size of its zero emission electrical vehicle fleet to a total of 135 vehicles. The Force also continued to participate in the EPD's Pilot Scheme of using B5 bio diesel for refilling at two designated fuel stations: PTU Headquarters and New Territories North Regional Headquarters.

The Marine fleet maintained its focus on reducing fuel consumption, and emissions of GHG and marine pollutants. Euro V unleaded petrol and diesel fuels have been employed across the entire fleet, which has resulted in a noticeable improvement in smoke and pollutant emissions. Three Police launches participated in EPD's Pilot Scheme of using B5 diesel, which led to the reduction of about 155 tonnes of carbon dioxide emissions.
