Enhancing Efficiency and Service Excellence

In 2016, the Finance Wing continued exercising its responsibility of prudently managing the Force's financial resources, and placing financial authority in the hands of budget holders. The Administration Wing worked on increasing the efficiency and cost-effectiveness of a number of its supporting services. At the same time, it continued its efforts towards developing and maintaining good staff relations at the civilian grade level. The Planning and Development Branch continued to provide support for the development and implementation of capital works projects undertaken to enhance Police facilities and services to the community.

Finance Wing

The total expenditure of the Force for the financial year ending 31 March 2017 has been estimated at $17.3 billion, equivalent to approximately 4.1 per cent of the Government's total budget for the year. Of this figure, salaries and allowances account for about $14.3 billion, with the rest being contributed by departmental expenses and capital items. Fines, penalties and other fees and charges are expected to produce about $648 million in revenue.

Administration Wing

The Force has a civilian establishment of around 4,600 staff, who provide administrative, secretarial and technical support services for Police operations. In 2016, the Administration Wing continued to work on ways of streamlining its administrative procedures, optimising its deployment of resources and enhancing its overall efficiency. Among such measures were the redeployment of civilian staff as new responsibilities arose, the implementation of the Post-retirement Contract Scheme and Final Extension of Service of Civil Servants, and the formulation of efficient and sustainable succession plans for various civilian grades.

Planning and Development Branch

The new Yau Ma Tei Divisional Police Station in Yau Cheung Road was commissioned in May. The new building, with modern operational facilities and a New Generation Report Room, incorporates energy-saving features and renewable energy technology.

The Tsuen Wan Magistrates' Court and the Coroners' Courts were relocated to the new West Kowloon Law Courts Building in Tung Chau Street in December 2016 and January 2017 respectively.

A New Generation Report Room in Tsuen Wan Police Station was commissioned in August, offering enhanced security and providing greater privacy for citizens making reports.

Caine House and the ex-Shek Kip Mei Police Station were revamped to house two new Police Tactical Unit companies which were set up in the first quarter of 2017. The revamp has enhanced the Force's ability to handle public order events and policing operations.

In May, the new Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station in Concorde Road, Kai Tak, was approved by the Legislative Council Finance Committee. Work commenced in July 2016 and will be completed by the end of 2019. By co-locating various Kowloon East Regional units at the new integrated complex, the Force will be able to more efficiently address future challenges that may arise from the increasing population in Kowloon East Region.

To alleviate the substantial shortfall of married quarters for Junior Police Officers, the existing Fan Garden Police Married Quarters in Fanling will be redeveloped to provide 1,184 new units for Junior Police Officers by 2020.

Developments for new Police facilities at various new boundary crossings are in progress. These include sites at the West Kowloon Terminus of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, the Hong Kong-Zhuhai-Macao Bridge, and Liantang-Heung Yuen Wai.
