Finance, Administration and Planning


The Finance Wing is responsible for prudently managing the Force’s financial resources and overseeing the finances of budget holders within the Force. In addition to performing its core administrative duties in 2019, the Administration Wing took steps to increase the efficiency and cost-effectiveness of a number of its supporting services, while continuing its efforts to foster good staff relations at the civilian grade level. The Planning and Development Branch continued to provide support for the development and implementation of capital works projects undertaken to improve Force facilities and to ensure that the Force can continue to provide highly professional policing services to the community.

Finance Wing

The total expenditure of the Force for the financial year ending March 31, 2020 has been estimated at $20.7 billion, which is approximately four per cent of the Government’s total budget for the year. Salaries and allowances account for about $16.6 billion of this figure, with departmental expenses and capital items accounting for the remaining funds. Fines, penalties and other fees and charges are expected to produce about $945 million in revenue.


Administration Wing

The Force has a civilian establishment of around 4,600 staff, who provide administrative, secretarial and technical support services for Police operations. In 2019, the Administration Wing continued to provide effective support to facilitate the redeployment of manpower resources to cope with new or ad hoc responsibilities. Separately, in the face of an ageing population and a retirement peak in coming years, various measures have been implemented including the Post-retirement Service Contract Scheme, Final Extension of Service of Civil Servants, Further Employment beyond Retirement Age, Option for Officers Appointed to the Civil Service between June 1, 2000 and May 31, 2015 to Choose to Retire at the Age of 60 or 65. Sustainable succession plans have also been formulated for various civilian grades.

Planning and Development Branch

Commissioning of the Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station is targeted to take place in the fourth quarter of 2020. This new integrated complex will centralise Regional units and thus strengthen the Force's ability to meet growing demands for policing in these areas, while also enhancing its ability to respond quickly to emergencies.

From June 2019 onwards, various police stations and quarters experienced substantial damages as a result of hard objects, petrol bombs and paint being thrown against external walls by rioters. The Planning and Development Branch coordinated with the Architectural Services Department and the Electrical and Mechanical Services Department to swiftly reinstate the damaged police facilities. Emergency security enhancement measures were also being implemented at all police premises. This enabled the installation of perimeter CCTVs, public announcement systems and floodlights.

A new generation report room will be commissioned in February 2020 at Sha Tin Police Station, again ensuring greater privacy and enhancing efficiency for those making reports.

Works commenced in June 2017 on the Redevelopment of the Junior Police Officers Married Quarters at Fan Garden, Fanling. The project is expected to be completed in the first quarter of 2021, and will provide 1,184 new quarters units for Junior Police Officers.

Police facilities at the Heung Yuen Wai Boundary Control Point will be commissioned in the third quarter of 2020. These will include a new operational base, an enhanced Under Vehicle Surveillance System, a weigh station and a report room.
