Finance, Administration and Planning

The Finance Wing is responsible for prudently managing the Force’s financial resources and overseeing the finances of budget holders within the Force, and it continued to perform these tasks in 2017. In addition to performing its core administrative duties, the Administration Wing took steps to increase the efficiency and cost-effectiveness of a number of its supporting services, while continuing its efforts towards fostering good staff relations at the civilian grade level. Meanwhile, the Planning and Development Branch continued its role of providing support for the development and implementation of capital works projects undertaken to enhance Force facilities.

Finance Wing

The total expenditure of the Force for the financial year ending March 31, 2018 has been estimated at $18.5 billion, equivalent to approximately 4.6 per cent of the Government’s total budget for the year. Of this figure, salaries and allowances account for about $15.2 billion, with the rest being contributed by departmental expenses and capital items. Fines, penalties and other fees and charges are expected to produce about $752 million in revenue.

Administration Wing

The Force has a civilian establishment of around 4,600 staff, who provide administrative, secretarial and technical support services for Police operations. In 2017, the Administration Wing continued to streamline its administrative procedures, and to better deploy resources for overall efficiency. Among measures it took to achieve these goals were the redeployment of manpower to cope with new or ad hoc responsibilities, the implementation of the Post-retirement Service Contract Scheme/Final Extension of Service of Civil Servants/Further Employment beyond Retirement Age, and the formulation of sustainable succession plans for various civilian grades.

Planning and Development Branch

The ‘Design and Build’ contract for the Kowloon East Regional Headquarters and Operational Base cum Ngau Tau Kok Divisional Police Station has commenced, and will be completed in the fourth quarter of 2019. This new integrated complex, located at Concorde Road, Kai Tak, will bring all the Regional units under one roof and will help the Force deal with any challenges arising from the development of Kowloon East more effectively. In addition, in August 2017 a new generation report room in Yuen Long Police Station was commissioned, offering enhanced security and providing greater privacy for those making reports.

In June, the Redevelopment of the Junior Police Officers Married Quarters at Fan Garden, Fanling was approved by the Finance Committee of the Legislative Council. Works commenced in the same month and will be completed in the first quarter of 2021, when the project will provide 1,184 new living quarter units for Junior Police Officers. 

As a result of effective co-operation between the Force, the Architectural Services Department and the Electrical and Mechanical Services Department, the JPC@Pat Heung has been refurbished quickly and effectively. The refurbished facilities cater for the needs of young children from the Junior Police Call and elderly members of the Senior Police Call, and will also be used for other youth development projects. On July 1, 2017, President Xi Jinping conducted an official visit to the centre. On August 10, 2017, the Chief Executive, Mrs Carrie Lam, officiated at the opening of the centre.

New police facilities being constructed at various new boundary crossing sites are still in progress. These include sites at the Hong Kong-Zhuhai-Macao Bridge (HZMB), the West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL), and at Liantang-Heung Yuen Wai (LT/HYW). The commissioning date of HZMB will be announced once confirmed, while the works for the XRL and LT/HYW facilities are expected to be completed in the third and fourth quarters of 2018 respectively.
