Personnel and Training

People are Our Treasure Community is Our Concern

The Force places great emphasis on providing its staff with development opportunities and on recruiting high calibre candidates, both of which help ensure that its staff are capable of working in full alignment with the Force’s strategic directions. The Force also cares for the community, in particular young people and the more vulnerable within our society. Force members are encouraged to exercise their social responsibility by participating in voluntary activities in their leisure time.

A total of 1,347 Force runners participated in the Hong Kong Law Enforcement Torch Run for Special Olympics and raised some $650,000 for the event.

Human Resources

The Force has a comprehensive human resources strategy in place, along with robust human resources systems. It invests heavily in raising the level of staff competencies on an equal opportunity basis, and providing structured career paths for inspectors and constables.

During the year, the Force undertook a number of recruitment initiatives especially aimed at young people. These included the Police Mentorship Programme and the Auxiliary Undergraduate Scheme for undergraduates, and Project GROWTH for secondary school students. It also continued to hold recruitment seminars and recruitment days, as well as taking part in the Education and Careers Expo. Various social media platforms were also effectively employed to disseminate recruitment messages to young users.

To encourage overseas students to consider joining the Force upon their return to Hong Kong, the Force continued to disseminate recruitment messages to overseas universities and overseas Hong Kong Student’s Associations. In addition, some on-campus recruitment events were conducted, with officers being sent to talk to students studying in the United Kingdom, Canada, Australia and on the Mainland. The Force also worked in collaboration with different sectors of the community in order to reach out to high calibre people wanting to join the Police.

Nurturing a Caring Culture

One important role of the Personnel Wing is to foster a healthy and caring culture within the Force. In 2017, the Force once again received the 10 Years Plus Caring Organisation Logo from the Hong Kong Council of Social Service in recognition of its contributions to caring for the community, its employees, and the environment over the past 12 years.

The Psychological Services Group (PSG) continued its five-year psychological wellness promotion campaign under the theme ‘Love & Care’. The PSG organised a range of activities to encourage Force members to spend time connecting with family and friends and showing care to each other.

In early 2017, the PSG developed a psychological model for operational morale that helped frontline commanders to assess and manage the morale of their subordinates throughout the policing operations associated with the 20th Anniversary of the Establishment of the HKSAR.

The PSG also launched a three-year Decoding MH (mental health) campaign in May with an aim to enhance Force members’ understanding of mental health issues. In particular, the campaign focused on removing the labels often attached to those suffering from mental health problems, and strengthening the support provided by the Force to those in need of help.

The Neighbourhood Volunteer Scheme continued to organise volunteer services both within the Force and in the wider community. During the policing operations for the 20th Anniversary of the Establishment of the HKSAR, volunteers (including parents and children from Police Married Quarters) participated in cheering frontline officers at staging areas by making them personalised souvenirs, which were well received.

The Staff Relations Group continued to work closely with the four police staff associations, reflecting their views on various issues relating to conditions of service and welfare, including the difficulties faced by frontline officers.

In Partnership for Social Responsibility

With regard to community work, the Hong Kong Police Volunteer Services Corps once again received the Gold Award for Volunteer Service (Organisations) and the Merit of Highest Service Hours Award (Public Organisations) from the Social Welfare Department for the outstanding contributions of its 33 volunteer teams. Individual, group and family volunteers were presented with a total of 201 gold, 171 silver and 349 bronze awards in 2017. In addition, the Marine Police Octans Volunteers Team was awarded The 7th Hong Kong Volunteer Award by the Agency for Volunteer Service.

Some members of the Force also participated in charity events in their spare time, including the Hong Kong Law Enforcement Torch Run for the Special Olympics and the Po Leung Kuk Charity Walk.

In 2017, 937 units of blood were collected at blood donation activities, while 93 officers registered for organ donation. A total of 99,082 kg of clothing, toys, computers and electrical appliances were collected for the Salvation Army, with re-sale proceeds going to the needy.

Capacity Building for All Officers

In September 2017, the Hong Kong Police College (HKPC) launched a new Professional Development Programme for Training Managers. Developed with reference to similar training programmes offered by universities and training institutes, the programme comprises three learning blocks of 10 modules each, and covers core concepts of training, talent development for organisational success, and professional networking.

The modules are conducted by experienced speakers, including Honorary College Advisors and trainers from the Civil Service Training and Development Institute, the Hong Kong Management Association, the Hong Kong Institute of Human Resources Management, and the Hong Kong Council for Accreditation of Academic and Vocational Qualifications.

In 2017, the HKPC conducted a major review of the syllabus of its foundation training programme for recruits. Enhancements were made to the programme’s scenario-based training, practical training and leadership training with an aim to broaden recruits’ professional knowledge and raise their skills in dealing with the public.

The HKPC has collaborated with The Chinese University of Hong Kong in running a series of Emotional Fitness Training Programmes since 2014. This year, it showcased its training achievements in this area at the INTERPOL Police Training Symposium in Singapore and the International Symposium for Best Police Practices in Dubai. A mobile application on emotional fitness training was also launched at the end of this year.

The HKPF regularly benchmarks its Knowledge Management (KM) activities against peer organisations, conducts KM dialogues with other LEAs and participates in local and international KM events. As part of its ‘KM for All’ aspirations, this year the Force appointed a number of serving officers with substantial experience and expertise in specific areas of policing as Knowledge Associates, and invited them to assist in various KM and research projects.

Learning Technology

The HKPC, together with the Hong Kong R&D Centre for Logistics & Supply Chain Management Enabling Technologies and the Hong Kong University of Science and Technology, is constructing a Mesh WiFi network at Aberdeen campus to help it explore the feasibility of using Mesh WiFi technology in training and operations. It is also expanding the use of interactive virtual reality technology for training.

In 2017, the HKPC won two gold awards in the Best Advance in Unique Learning Technology Category of 2017 Excellence in Technology Awards Programe of Brandon Hall Group. One was for its application of the “Four Electronic Systems” in its Disaster Victim Identification training, namely the e-Gridding, e-Tagging, e-Positioning and eDVR Booklet Systems. The other was for its use of 3D and virtual reality technology in detective training. Its Detective Training Centre was also recognised as an organisation excelling in learning and development in Training magazine’s “Training Top 125 Award”.

Collaboration with External Training Partners

In May, the HKPC welcomed the first cohort of students in its new two-year Master of Studies in Applied Criminology and Police Management (also known as the Cambridge Police Executive Programme), run in collaboration with the Institute of Criminology at the University of Cambridge. This new partnership programme anchors the Force’s premier status in the global police training arena.

In March, the HKPC hosted Seminar Two of the International Pearl Fishers Action Learning Group, at which 18 senior police leaders and six programme management team members from around the world discussed initiatives for Making Police Organisations Shock Resistant.

Over two decades, the HKPC and the Australian Institute of Police Management (AIPM) have developed a close relationship. Following the signing of a Memorandum of Agreement on training partnership in 2005, renewed in 2013, a superintendent from the Hong Kong Police Force is sent annually to AIPM as a Visiting Fellow. The superintendent teaches on AIPM’s leadership and development programmes, and facilitates liaison between the HKPF and AIPM and other Australian State Police.

Co-organised by the HKPC and the Canadian Police College, the final phase of the third International Executive Development in Policing Programme was conducted in Hong Kong in May. A total of 12 superintendents from the HKPF and 11 senior police officers from Canada have successfully completed the programme.

Reaching New Heights in Professional Accreditation

In December, the HKPC gained accreditation that made the Force the first government department to operate a Master’s Degree equivalent level programme (Level 6 under the Qualifications Framework). The HKPC’s International Executive Development in Policing Programme also became its first accredited online learning programme, and the first accredited programme to be run collaboratively by Hong Kong and overseas government departments.

Community Engagement

Since October 2016, the Police Band has been delivering interactive musical performances at primary, secondary and special schools through its youth engagement programme, Music Touch. In 2017, the band made a total of 33 school visits, reaching over 10,000 people.

Since February 2017, the HKPC has been running a youth engagement initiative called Police Touch. This provides young people with a series of challenges, including physical training, team building and leadership exercises that help them explore their potential and develop a positive outlook.

The HKPC also arranges for new police recruits to take part in community engagement activities and undertake voluntary service, which are strengthening ties between the Force and the wider community.

Other community engagement activities include the popular Community Parades organised by the HKPC, at which various community groups are invited to watch a full-dress rehearsal of the passing-out parade at the Police College and are given guided visits to the campus training facilities.

Police Museum

The Police Museum is a lively heritage centre that presents the history of the Police Force and shows how it has constantly striven for excellence in changing times. 

This year, the Museum’s website was revamped with a more contemporary design and a new online booking function. Two micro movies introducing the Museum were added to the revamped website, as well as to the HK Police YouTube Channel. One of these won the Silver Award in the Promotion Video Category in the 2017 Galaxy Awards.

The Police College has taken over the Police Museum from the department of Finance, Administration and Planning and will continue to develop the Museum into a heritage centre.
