The Force is committed to environmental protection and sustainable development. We are doing this by ensuring that our operations and services are conducted in compliance with relevant green legislations, codes of practice and environmental management practices, and by enhancing the environmental awareness of Force members.
Increasing numbers of Police vehicles run on ’clean diesel‘ and meet EURO VI environmental standards.
The Force encourages its members to adopt an environmentally responsible attitude in areas such as using resources efficiently, minimising waste, and preventing pollution in the course of their work. Its Steering Committee on Green Management monitors the implementation of various energy saving and environmental management initiatives.
Energy audits were conducted for 60 Force premises in 2016 and 2017, and energy management opportunities specific to them were identified. A number of energy-saving projects have been launched. They include replacing old chillers and room coolers with high-efficiency ones, upgrading the central control and monitoring systems, upgrading lighting controls and replacing floodlight systems with LED lights. Energy-saving electronically commutated fans have also been installed in the air-conditioning system of the New Teaching Block of the Hong Kong Police College at Aberdeen.
Green measures have continued to be taken to reduce energy consumption. They include turning off lights in offices with sufficient daylight, setting office equipment to energy saving mode during office hours, switching off electrical equipment when not in use, shortening the operating time of the central air-conditioning system in cold weather, using curtains/blinds to exclude sunlight and reduce the need for air-conditioning, shortening the operating hours of lifts or escalators, and reducing the water temperature of gas boilers.
Moreover, the lighting and air-conditioning supply zones of the Police Headquarters catering outlets and the New Territories South Regional Headquarters Officers’ Mess have been reprogrammed, and supplies are suspended in unoccupied areas and during breaks. Canteen operators in other police stations are also encouraged to switch off lighting and air-conditioning during non-peak hours.

Flow controllers for water taps have been installed in most Force buildings to reduce water consumption. The Yau Ma Tei Police Station operates a rainwater recycling system, which collects rainwater and air-conditioning condensed water for plant irrigation.

Green management concepts have been incorporated in Police training programmes and activities, and are regularly promoted at briefings, meetings and training days. Green Ambassadors and Green Wardens have been appointed to develop green initiatives and to encourage Force members to participate in green activities. For instance, the “Sea Defender” project, organised by Marine Outer Waters District officers, conducts environmental visits for staff to places such as Mai Po Nature Reserve, the Swire Institute of Marine Science and the Ocean Park Conservation Foundation, to enhance awareness of environmental issues. Another initiative is “bookcrossing”, or passing on books after reading. Boxes for book donations are provided in the Force Library and the Police Sports and Recreation Club. Force members can visit designated bookcrossing points to select books and return them after reading.

In support of the Government’s green procurement policy, the Force has purchased about 130 large vans meeting EURO VI emission standards. Electric vehicle chargers have been installed at various Force premises. Most of the Police marine fleet uses biodegradable B5 diesel, and fire extinguishers installed in new vessels meet the requirements of the Government’s Reference List of Green Products. Measures to manage the emission levels of diesel engines in new vessels are also included in the purchase specifications.
The Force participates in the Environmental Protection Department (EPD)’s Indoor Air Quality (IAQ) Certification Scheme and engages an accredited body to carry out regular IAQ inspections to offices with floor areas exceeding 10,000 square metres served by mechanical ventilation and air-conditioning systems.
In support of the EPD’s Food Wise Charter, the Force has implemented various measures to reduce food waste. They include requesting canteen operators to review their food supplies and provide food portioning options, and encouraging staff members to order food thoughtfully and take away leftovers. One of the caterers of the Police Sports and Recreation Club won the Gold WasteNever Award in 2017. The food waste decomposing machine in the Yau Ma Tei Police Station decomposes food waste before discharging it into the drainage system. A food waste processor also turns food leftovers into fertiliser for use on the Kwun Tong Police Station’s rooftop garden. In the JPC@Pat Heung, food waste is processed and turned into fertiliser for use in the Centre.
The Force currently runs recycling programmes for waste paper, cans, plastic bottles, glass bottles, cartridges, waste cooking oil, fluorescent lamps, rechargeable batteries and electrical appliances.
The Force conducted carbon audits for 61 Police buildings in 2017. For the period from April 1 to December 31, 2017, greenhouse gas emissions from these buildings were on average 0.11 tonnes of carbon dioxide per square metre of floor area.
The Force has continued to run the Used Clothing Collection Campaign jointly with the Salvation Army. We participated in the Lights Off Event – Earth Hour 2017 organised by the World Wide Fund for Nature. Relevant Force members also visited the Eco Expo Asia 2017 to gain a better understanding of the latest green products, services and technologies in energy saving and carbon reduction.
The Force fully supports the Government’s environmental protection policies and various initiatives to combat climate change. The Force will continue to implement the 3-R principles – Reduce, Re-use, Recycle – across its daily operations, closely monitor the effectiveness of its current energy saving measures, and explore ways of expanding and promoting its green management principles.
