Force ensures smooth commissioning of Kai Tak Sports Park
The Kai Tak Sports Park (KTSP) officially opened on March 1. Being a core member of the Inter-departmental Preparation Team for KTSP Commissioning, the Hong Kong Police Force (HKPF) endeavoured to coordinate security and contingency operations, and collaborated effectively with relevant government departments to ensure the smooth commissioning of the KTSP. The Preparation Team carried out about 20 test events over five months, including five large-scale drills, with the participation of nearly 140,000 civil servants. The Force formulated comprehensive security measures encompassing entry screening, crowd and traffic flow control, and perimeter patrols. In addition, the Force launched the Easy Leave website and set up Info Music Stations along exit routes to provide real-time information on estimated egress times, crowd density, and traffic conditions, in order to enhance the efficiency of crowd management.
On July 23, the Chief Executive presented an award certificate of the Chief Executive’s Award for Exemplary Performance to the Preparation Team in recognition of their contributions.

Force reaches new heights at International Exhibition of Inventions Geneva
The Force reached new heights at the 50th International Exhibition of Inventions Geneva held in Switzerland. The Cyber Security and Technology Crime Bureau garnered four awards. The Scameter series, including a mobile application equipped with an anti-scam data search engine and the high-risk alert function for identification of suspicious bank transactions, was awarded the International Press Prize and the Gold Medal. The virtual asset analysis tool CryptoTrace won the Gold Medal with the Congratulations of Jury, while RAPID Engine, an AI-powered tool for analysing suspicious websites, secured the Silver Medal. Meanwhile, the AI Visual Intelligence-enabled Glasses for Drone Operations system, jointly developed by the Police Tactical Unit and the Electrical and Mechanical Services Department, was awarded the Bronze Medal. The system enables operators to maintain flight control while receiving real-time AI computational results.

National Security Education Day cum Police Museum Open Day
To echo the National Security Education Day, the HKPF organised the National Security Education Day cum Police Museum Open Day to enhance public awareness of national security, and provide an opportunity for the community to gain a deeper understanding of the Force’s history and work. The open day featured the National Security Express–Police Museum Station, highlighting the Force’s efforts in safeguarding national security. Officers dressed in police uniforms from different generations were present to take photos with visitors, while retired police officers and civilian staff provided guided tours of the exhibition. The event not only showcased the advanced equipment from various units, but also featured a drone football experience game and an anti-drug publicity vehicle, offering the public an engaging and enjoyable experience filled with memorable moments.

Graduation of Inaugural Intake of Police Cadet Training Programme
The inaugural Diploma of Applied Education–Police Cadet Training Programme saw a total of 116 cadets complete a 22-week professional training, concluding with a passing-out parade at the Hong Kong Police College (HKPC). The programme was launched by the HKPC in collaboration with the Caritas Institute of Community Education, the Hong Kong College of Technology and the Hong Kong Institute of Technology, with a view to providing practical knowledge and preparatory training for individuals interested in joining the Force. Cadets who have completed the programme and passed the selection process can proceed directly to the foundation training for Recruit Police Constables at the HKPC.

Force promulgates Strategic Directions 2025-2027
The Commissioner, Mr Chow Yat-ming, promulgated the Strategic Directions 2025-2027, which covers safeguarding national security, leveraging technology for policing in the digital age, policing with the community, and preparing the Force to meet emerging challenges. The Commissioner stated that the Force would implement the Strategic Directions pragmatically, and break through its existing framework to cope with the challenges in the fast-changing environment.

Launch of Pilot Scheme for Operational Deployment of Drones
In alignment with the Force’s strategic direction of digital policing, the Key Points and Search Division of the Major Events Bureau of the Operations Wing introduced the Pilot Scheme for Operational Deployment of Drones. The scheme was implemented in Border District (BORDIST) and Kowloon West (KW) Region for three months. BORDIST utilised an automated drone docking system for patrols along border paths, while KW Region conducted high-altitude patrols through manual operation of drones, thereby enhancing the flexibility in police resource deployment, and strengthen crime prevention, law enforcement and operational effectiveness.

Digitalisation of Traffic Fixed Penalty Notices
The HKPF introduced the measure of digitalisation of the Traffic Fixed Penalty Notices (penalty tickets) by issuing the tickets for illegal parking and moving traffic offences via SMS or email. The eTraffic Ticket Platform website and mobile application were also launched to allow vehicle owners and drivers to verify and manage penalty tickets more easily. To assist the public in adapting to the new measures, offenders will receive both electronic and printed penalty tickets during the initial stage of implementation.

Commissioning of Police Headquarters Command and Control Centre
The Police Headquarters Command and Control Centre commenced operation after renovation. The enhancement works included the expansion and upgrade of the high-definition display screens to strengthen real-time situational awareness and operational deployment capabilities. The facilities and spatial layout of the Control Centre had also been revamped to incorporate new features such as a confidential operations meeting room, a counter-terrorism command zone and an operational briefing area for enhancing the overall operational efficiency.

Fifth anniversary of implementation of HKNSL and fifth anniversary of establishment of NSD of HKPF
This year marks the fifth anniversary of the promulgation and implementation of the Hong Kong National Security Law (HKNSL), and the fifth anniversary of the establishment of the National Security Department (NSD) of the HKPF. The NSD, in collaboration with various Force units, organised a series of publicity campaigns, including the NSpeed NS Promotional Truck, the NS Express photo spot, and the NSmart Roving Exhibition, to enhance the awareness of safeguarding national security among police officers and members of the public.

HKPF receives two awards at BRICS Inventions
The HKSOS Smart Rescue Ecosystem, developed in-house by the HKPF, received the BRICS Special Prize and the Gold Medal with Congratulations of the Jury at BRICS Inventions 2025. Being the sole winning team from Hong Kong, the Force’s leading position in global search and rescue technology was once again recognised. Equipped with patented positioning technology, the HKSOS emergency mobile application enables search and rescue personnel to rapidly locate individuals seeking assistance, significantly enhancing operational efficiency.

Force launches brand new HKP mobile application
The Force launched the brand new Hong Kong Police (HKP) mobile application which offers over 50 e-service functions, such as the newly established Citizen Eye for users to report illegal activities and provide intelligence, the upgraded e-Report Centre, and the Online Application Platform, enabling users to access the Force’s services anytime, anywhere. The Q&A feature in the application also allows users to enquire about the Force’s services, and obtain the latest messages against crime and scams via the artificial intelligence chatbot ‘YesSir’.
The Inter-departmental Counter Terrorism Unit conducted a large-scale inter-departmental counter-terrorism exercise codenamed BRAVELIGHT at the Kai Tak Cruise Terminal. The exercise simulated a scenario in which terrorists attempted to launch an attack upon arriving in Hong Kong via a cruise ship, and then took a passenger ship hostage, leading to a gunfight with the Police onboard. About 500 personnel from various departments and organisations participated in the exercise, with nearly 200 representatives from community and youth bodies across different age groups taking on different roles and gaining firsthand experience in applying the ‘Run, Hide, Report' emergency response advisory. For the first time, the exercise was broadcast live on television and online to enhance public engagement and the counter-terrorism awareness of members of the public.

Force rolls out first mini-series Kwok Sir! Rookie Constables ‘Squad A' Have Fallen In
The Force rolled out its first mini-series, entitled Kwok Sir! Rookie Constables ‘Squad A' Have Fallen In, telling good police stories in a lively manner to enhance audiences' understanding of the Force. The mini-series consists of 25 episodes, each approximately three minutes long. The series depicts a group of rookie constables, under the guidance of the instructor, completed 27 weeks of rigorous basic training and emerged as fully-fledged police officers.

Completion of phase one of Hong Kong Police College Integrated Training Centre (Kong Nga Po)
Phase one of the Hong Kong Police College Integrated Training Centre (Kong Nga Po) in Sheung Shui was completed, relocating the Police Driving and Traffic Training Centre and the Weapons and Tactics Training Facilities from Fan Garden. The new Integrated Training Centre is further equipped with a major traffic accident training scene, a virtual reality traffic accident training system, and tactical training facilities including mock urban areas and a replica marine vessel, to enhance the efficacy of operational training.
The new Integrated Training Centre occupies a total of 19 hectares, with phase two scheduled for completion in the fourth quarter of 2026.

15th NG held safely and smoothly Force elite athletes compete in mass participation events
The 15th National Games (NG) as well as the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games were held from November 9 to 21 and December 8 to 15 respectively across Guangdong, Hong Kong and Macao, marking Hong Kong’s first participation in co-hosting a national mega sports event.
In preparation for the events, the HKPF collaborated with relevant government departments and organisations to conduct several counter-terrorism and major incident exercises during the year, with the aim of strengthening the coordination and response capabilities of all stakeholders in emergency situations.
A total of 29 elite athletes from the Force with outstanding performance were selected for the Hong Kong team to compete with athletes across the nation in the mass participation events of the 15th NG. They showcased the spirit of perseverance and unity, striving to win honour for Hong Kong.

INTERPOL General Assembly 2026 will be held in Hong Kong
The Commissioner, Mr Chow Yat-ming, led the Hong Kong delegation to join the National delegation to attend the 93rd INTERPOL General Assembly held in Marrakech, Morocco. The Commissioner accompanied the Vice Minister of the Ministry of Public Security, Mr Xu Datong, to receive the INTERPOL flag at the flag presentation ceremony during the closing event, symbolising that the next INTERPOL General Assembly will be held in Hong Kong, China. The Commissioner expressed gratitude to the Central People’s Government and INTERPOL for their trust, and pledged that the General Assembly 2026 will continue to be the most inclusive and insightful conference.
