National security is a top priority, and safeguarding national security falls within the Commissioner’s Operational Priorities, as well as the Force’s Strategic Directions. The National Security Law (NSL) and the Safeguarding National Security Ordinance (SNSO) have been implemented successively, and the Acting Chief Executive in Council approved the subsidiary legislation made under the SNSO in May 2025 to further improve the legal system and enforcement mechanisms for safeguarding national security in the Hong Kong Special Administrative Region. The National Security Department (NSD) of the Hong Kong Police Force fully supports the work of the Government in this regard. It continuously monitors local and global situations and makes corresponding deployment, and also maintains close communication and cooperation with all stakeholders proactively to enhance public awareness of safeguarding national security of their own accord and abiding by the law, thereby fortifying the defence of national security.
Guardians of National Security Live up to Society’s Trust
Despite facing malicious attacks and suppression by external forces, the Force remains fearless and steadfast in fulfilling its duties, taking an active role in the making and implementation of the national security-related laws. The NSD is responsible for investigating offences endangering national security and enforcing national security-related laws. It also fosters cross-departmental collaboration with other stakeholders to combat activities endangering national security.
Laws Must Be Observed and Lawbreakers Be Held Accountable
Since its establishment in July 2020 up to the end of 2025, the NSD arrested a total of 385 individuals suspected of committing offences endangering national security, with approximately 60% prosecuted.
The first case involving the offence of collusion with foreign forces was concluded in 2025, with all defendants, both individual and corporate, found guilty on all charges. The public hearing commenced in December 2023 and lasted 156 days, and the court carefully considered the evidence of up to 2,220 exhibits, over 80,000 pages of documents and the statements of evidence from 14 prosecution witnesses. All defendants were eventually convicted on all charges, marking the first conviction for the offence of collusion with foreign forces. In its 855-page verdict, the court provided an open and transparent analysis of the legal principles and evidence involved, upholding justice and safeguarding the core values of Hong Kong.

Professional Team Makes Continuous Improvement
To maintain a high level of security, it is essential to enhance the Force’s internal system through a holistic approach to national security, and adopt a bottom-line mindset in making preparations and contingency plans for all kinds of defence. The Force has comprehensively strengthened frontline officers’ understanding of the relevant legislation through a series of internal training programmes, including new recruit training, command courses at all levels, criminal investigation training courses, thematic seminars and online learning, elevating national security awareness among all ranks.
In response to the Working Guidelines for Government Officers on Safeguarding National Security introduced by the Security Bureau in September 2025, the NSD organised large-scale briefing sessions and incorporated the relevant contents of the guidelines into the Force’s training day packages, helping frontline officers deepen their understanding of the responsibilities and obligations in safeguarding national security.

NSD’s Fifth Anniversary Commemorative Booklet: Defending Our Home for Voyages Beyond
The year 2025 marked the fifth anniversary of the promulgation and implementation of the NSL as well as the establishment of the NSD. To recognise the efforts of Force members in safeguarding national security, the NSD published a commemorative booklet entitled Defending Our Home for Voyages Beyond, documenting the interim achievements and key milestones of the Force in safeguarding national security.

Together, We Safeguard National Security
Geopolitical challenges remain an ongoing threat to us as external forces continue to smear Hong Kong, inciting public discontent against the Government in an attempt to impede the development of both the country and Hong Kong. The consolidation of the barrier for safeguarding national security needs the participation of the general public. To this end, the NSD has operated a hotline since November 2020 to facilitate public reporting of national security-related information via SMS, WeChat and email. By the end of 2025, it had received more than 1.1 million tip-offs, making substantial contributions to the safeguarding of national security.
In terms of national security education, the NSD partnered with Force formations, other disciplined services and relevant stakeholders to organise various activities in 2025, including the NSpeed National Security Express Promotional Truck campaign, the NStory Short Video Competition, and a national security promotion event at the Hong Kong Flower Show, to enable citizens of all age groups to learn about national security through interactive means. In late October, the NSD, in collaboration with the Information Systems Wing and the Cyber Security and Technology Crime Bureau, organised an exhibition entitled Guardian of the Nation Technology Carnival, integrating national security education with information technology to enhance public awareness of safeguarding national security.
To further promote national security, the NSD regularly disseminates the latest national security-related information through its official WeChat account. In the coming year, national security education will continue to reach out to schools and the wider community, with the aim of enabling all sectors of the society, including our future leaders, to understand the integral relationship between national security and everyday life, and fostering concerted efforts to safeguard national security.
