Finance, Administration and Planning

The Finance Wing manages the financial resources and handles transactions relating to revenue and expenditure for the Force. It also provides forensic accounting and support services for crime investigation and prosecution, and executes procurement to meet the Force’s operational needs. Additionally, it performs audits and recommends improvements to ensure that financial and accounting procedures are properly implemented. The Administration Wing aims to increase the efficiency and cost-effectiveness of services rendered by civilian staff members. It performs core administrative duties, executes human resources functions and fosters good staff relations at the civilian grades. The Planning and Development Branch continues to support the development and implementation of capital works that improve the Force’s facilities, which will further enhance the professionalism of policing services.

Finance Wing

The total revised estimated expenditure of the Force for the financial year 2025-26 is estimated at $26.6 billion, which is about 4.4% of the Government’s total revised estimated expenditure for the year. Payroll and related expenditures for all staff account for about 83.5% of the revised estimated expenditure, with non-payroll-related and capital account expenditures taking up the remaining funds. The revised estimate of fines, penalties and other fees and charges, which constitute part of the Government’s revenue, amounts to $1 billion.

Administration Wing

The Force has a civilian establishment of around 4,600 members, who provide administrative, secretarial, technical and other relevant support to police operations. On the manpower front, the Administration Wing is committed to providing longterm planning and human resources solutions to cater for the manpower needs of the civilian staff. To optimise the utilisation of manpower resources, the Administration Wing proactively collaborates with all formations and the grade management to formulate human resources arrangements, with a view to continuously delivering high-quality support to the Force in a more cost-effective and efficient manner.

Planning and Development Branch

In 2025, three new operational and training construction projects of the Force have entered their final stages, namely the Hong Kong Police College Integrated Training Centre (Kong Nga Po), the Vehicle Detention and Examination Centre (Hong Kong Island) at the Chai Wan Government Complex and Vehicle Depot, and the Chek Lap Kok Operational Base at the Hong Kong International Airport, all of which are scheduled for commissioning in 2026. Construction of the operational facilities at the new Huanggang Port building are also proceeding as planned and these will be commissioned in 2026.


The Hong Kong Police College Integrated Training Centre (Kong Nga Po) reprovisioned the Police Driving and Traffic Training Centre, Weapons and Tactics Training Facilities, firing ranges and the Specialist Operations Training Facility, further elevating the training efficacy of the Force.

During the year, upgrade and refurbishment works were completed at the report rooms in Tsing Yi and Sheung Shui. Modernised facilities were introduced to strengthen privacy protection for the public, while enhancing the quality of report room services.
