The Force makes every effort to recruit high-calibre candidates and provide staff members with suitable development opportunities. The aim is to ensure that all staff members are capable of advancing the Force’s Strategic Directions and carrying out their duties in the most professional manner. Members are also encouraged to shoulder social responsibility by participating in voluntary activities in their spare time.
Human Resources
To attract more high-calibre applicants who possess competencies and a strong commitment to serving the community to join as police officers, the Force continues to adopt a proactive recruitment strategy. During the year, the Force organised a series of recruitment and publicity events and disseminated relevant information through various channels. The Force also leveraged the latest technology to enhance its recruitment-related mobile application, making it more convenient for the public to apply for the Force and further improving recruitment effectiveness.
Hong Kong Police University Recruitment Express (Mainland)
To enable Hong Kong students studying in Chinese Mainland to join the Force more easily, the Recruitment Division has been organising the Hong Kong Police University Recruitment Express (Mainland) at universities in Guangdong and Fujian provinces since 2022. The Commissioner, Mr Chow Yat-ming, visited Jinan University in May and the Deputy Commissioner (Management), Mr Chan Joon-sun, visited Huaqiao University in June to exchange recruitment strategies with the universities and encourage Hong Kong students to join the Force. Both recruitment events received an overwhelming response, with a record high of nearly 500 applications received in total.
In May, the Recruitment Division organised the Hong Kong Police University Recruitment Express (Mainland) at Jinan University, sharing the latest recruitment information with Hong Kong students studying in the Chinese Mainland.
Community Outreach Recruitment Express (Fitness Chapter)
During the year, the Recruitment Division continued to organise police recruitment events in the community, and held the Community Outreach Recruitment Express at shopping malls in Kwai Tsing, Yuen Long and Kwun Tong districts respectively to provide the public with one-stop selection services and recruitment information. On May 1, the Recruitment Division organised the Community Outreach Recruitment Express (Fitness Chapter) at the Kai Tak Youth Sports Ground, and brought the police entry physical fitness test into the community for the first time. The event received an enthusiastic response and attracted more than 1,000 visitors, with over 300 individuals submitting applications on-site.
On May 1, the Recruitment Division organised the Community Outreach Recruitment Express (Fitness Chapter) at the Kai Tak Youth Sports Ground, in which the police entry physical fitness test was brought into the community.
Probationary Inspector DSE 4+ Express
The Recruitment Division launched the Probationary Inspector DSE 4+ Express on July 1. For candidates who have obtained Level 4 or above in both the Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination, the number of written examination papers exempted has been increased from two to four. This new measure enables candidates who have obtained the above academic qualifications and have passed the Aptitude Test in the Common Recruitment Examination to proceed directly to the Extended Interview, thereby expediting the selection process.
HKPF Recruit Mobile Application
The Recruitment Division has been continuously enhancing the functions of the HKPF Recruit mobile application, expanding it from supporting applications for police officer positions at the beginning to now covering specialist posts of the Force as well as a wide range of civilian positions. Applicants can track their selection progress, including interview schedules and results, and enrol in recruitment activities through the application anytime, anywhere.
HR Excellence Awards 2024/25
With its innovative and proactive recruitment strategy, including adjustments to the entry requirements of the Force to maintain competitiveness in the labour market, the enhancement and expansion of the Police Mentorship Programme, and the launch of the Community Outreach Recruitment Express, the Recruitment Division won three Merit awards across the Grand Award of Diversity & Inclusion, Gen Z Attraction Award, and Talent Acquisition Award at the HR Excellence Awards 2024/25 organised by the Hong Kong Institute of Human Resource Management, fully embodying the Force’s commitment to cultivating a diverse, professional and mission-driven workforce.

3rd Guangdong-Hong Kong-Macao Greater Bay Area Police Games
The 3rd Guangdong-Hong Kong-Macao Greater Bay Area Police Games was held in Macao between October 14 and 17, featuring six sports events and three officers' friendly matches. The Games provided an opportunity for police officers from the three places to compete with each other, while strengthening friendship and cooperation among them. The Commissioner, Mr Chow Yat-ming, led a 139-member delegation to participate in the Games. Force athletes gave their all in the competitions, and were awarded the overall first runner-up of the Games.

Launching of Pet-friendly Pilot Scheme at POC and PSRC
The Police Officers’ Club (POC) and Police Sports and Recreation Club (PSRC) launched a Pet-friendly Pilot Scheme on September 1. Under Phase One, the outdoor areas of the Verandah Bar on 1/F, POC and the Sportsman Bar on 2/F of the New Annex Block, PSRC are open for members to dine with their dogs. The scheme fully demonstrates the Force’s leading role in caring for animals, promoting pet inclusivity and maintaining work-life balance.
Hong Kong Police College
Programme Quality Assurance
The Hong Kong Police College (HKPC) upholds exceptional teaching quality through systematic quality monitoring and continuous curriculum enhancement. During the year, the HKPC was again presented with the Best/Model Internal Quality Assurance Award by the Asia-Pacific Quality Network, and commended as 2024 Qualifications Framework in Action Achiever by the Education Bureau, reflecting a broad recognition of the HKPC’s efforts in maintaining internal quality assurance and continuously enhancing programme quality.
Diploma of Applied Education – Police Cadet Training Programme
The HKPC co-organised the full-time Diploma of Applied Education–Police Cadet Training Programme with three postsecondary institutions in the 2024/25 academic year, providing practical police knowledge and preparatory training for individuals who aspire to join the Force. Graduates of the first cohort were admitted to the HKPC for Recruit Police Constable Foundation Training in July after passing the selection process.
The Commissioner of Police, Mr Chow Yat-ming, presented awards to outstanding graduates of the first cohort of the Police Cadet Training Programme.
First Phase Completion of HKPC Integrated Training Centre (Kong Nga Po)
The first phase of construction for the HKPC Integrated Training Centre (Kong Nga Po) in Sheung Shui was completed in October. The first phase primarily relocated the Police Driving and Traffic Training Centre as well as the Weapons and Tactics Training Facilities from Fan Garden. For driving training, the new training centre features a Tactical Driving Training Track which enables systematic training in high-speed driving and defensive driving. Major Traffic Accident Training Scene and Virtual Reality Traffic Accident Training System are also introduced to comprehensively elevate officers' professional driving skills and incident handling proficiency. For tactical training, the new centre is equipped with replica marine vessel, maritime tactical facilities, mock urban areas, and method of entry training facilities, etc. These highly realistic settings strengthen officers' ability in decisionmaking and coordination under complex circumstances.
Expanding Partnerships with Overseas Law Enforcement Agencies
The HKPC continues to deepen its engagement with overseas law enforcement agencies. The then Director of HKPC, Ms Chan Yee-lai, led a delegation to visit Egypt in February for in‑depth exchanges with the Head of Police Academy of Egyptian National Police on fostering training and development of police officers of the two places. On June 10, the HKPC signed a Memorandum of Understanding with the Almaty Academy of Ministry of Internal Affairs of the Republic of Kazakhstan in Hong Kong to enhance collaboration in police training and professional development between the two places. In addition, representatives of the HKPC attended the 2nd INTERPOL Future of Policing Congress held in Riyadh, Saudi Arabia. They actively engaged with overseas law enforcement agencies to explore opportunities for collaboration in police training.
