The Anti-Deception Coordination Centre under the Commercial Crime Bureau has collaborated with the anti-scam centres from 12 countries and regions to establish the cross-border anti-scam collaboration platform FRONTIER+ since 2024, aiming to enhance intelligence exchange and joint operations to combat scams as well as cyber-related and money-laundering crimes. From April 28 to May 28, the Force and six FRONTIER+ members, namely Macao, Malaysia, the Maldives, Singapore, Korea and Thailand, conducted the first joint operation, and a joint press conference was held in Hong Kong on June 3. The operation involved over 2,700 law enforcement officers of the seven jurisdictions and dismantled several cross-border scam syndicates. More than 1,800 individuals were arrested in over 9,200 scam cases, with a total loss amounting to $1.75 billion. Nearly 33,000 bank accounts were frozen, and approximately $157 million in fraudulent proceeds was intercepted during the operation.

The Pearls in Policing Conference gathered law enforcement leaders from 19 countries and regions, academics and representatives of international organisations for in-depth discussions on the theme ‘Enhancing Ethical Policing in a Rapidly Changing Landscape Dominated by Technology’. During the World Police Summit, the Commissioner exchanged views on combating transnational and organised crimes, application of advanced technology, mutual visits and training with the Commander-in-Chief of the Dubai Police Lieutenant General, Mr Abdullah Khalifa Al Marri. They also discussed the latest progress of preparations for the 94th INTERPOL General Assembly to be held in Hong Kong in 2026. The delegation visited the INTERPOL’s Command and Coordination Centre to learn about its operations in coordinating police work and intelligence exchange among member countries.

A total of 165 representatives from 49 countries and regions participated in the conference. Mr Chan had bilateral meetings with representatives from law enforcement agencies in the United Arab Emirates, Cambodia, Vietnam, Korea and Germany respectively to exchange views on, among others, the importance of collaborative efforts in combating crime, and issues relating to tackling cross-border scam and cybercrime, thereby deepening the cooperation with international partners and further strengthening the Force’s ability to combat cross-border crime.

The Roundtable featured discussions on ethics governance. The Commissioner, Mr Chow Yat-ming, discussed with the INTERPOL delegation about establishing regular training and exchange mechanisms to advance ethics governance in global policing. Participants shared the frameworks and measures to enhance ethical awareness and foster a mindset of financial prudence. Moreover, in the face of the challenges in pursuing ethics governance, the participants reached a consensus to promote ethical policing through cross-jurisdiction coordination and collaboration among international law enforcement agencies.
