Regional Commanders' Report

The Regions are dedicated to upholding the rule of law, maintaining law and order, and ‘Serving Hong Kong with Honour, Duty and Loyalty’. They remain steadfast in combating fraud and fighting crime in ways that involve engagement with various community sectors or multi-agency partnerships. A series of publicity and educational activities are organised to raise public awareness of crime prevention and road safety.

Hong Kong Island Region

The top priority of Hong Kong Island Region is to ensure public safety and foster community engagement. With reference to previous experience in handling major incidents and coping with adverse weather conditions, the Region collaborated with other government departments and community partners to swiftly implement coordination and contingency measures, ensuring the reopening of affected areas as early as possible.

On September 19, the Police received a report that an American aerial bomb from World War II weighing approximately 1,000 pounds was discovered at a construction site in Quarry Bay. With the support of Eastern District, relevant Force units and other government departments, the Explosive Ordnance Disposal Bureau successfully handled the bomb within 24 hours, during which nearly 2,900 residents were evacuated.

In late October, Central District conducted a Halloween crowd management operation in the vicinity of Lan Kwai Fong, which effectively facilitated pedestrian flow and maintained order at the scene. The celebration was held in a safe and orderly manner, with nearly 80,000 citizens and tourists drawn to the area.

To promote road safety, Traffic Hong Kong Island further enhanced its multi-agency approach, including the collaboration with Traffic Branch Headquarters to introduce a new mode of traffic enforcement in April. The new initiative involves the use of closed-circuit television (CCTV) cameras of the Transport Department to conduct video enforcement at the busiest road sections on Hong Kong Island, combating traffic offences that cause road congestion. It has significantly enhanced enforcement efficiency and produced a deterrent effect against irresponsible driving behaviour.

Traffic Hong Kong Island held the ‘WOOF' Safety Carnival at Pak Fuk Road Safety Town with the theme of pet road safety on May 17.

To promote pet inclusivity, Traffic Hong Kong Island held the ‘WOOF' Safety Carnival on May 17 with the theme of pet road safety. Moreover, ‘Move On! HKI “Safety One” eSports Experience' was held on August 16. The activity combined the two elements of road safety and e-sports and featured virtual reality motor racing and artificial intelligence interactive games to ride on the sports craze of the 15th National Games (NG) while promoting road safety.

Marine Region

Marine Region upholds the integrity of the HKSAR’s 191-kilometre sea boundary and guards the waters of Hong Kong, covering 1,641 square kilometres of sea area and 263 islands.

During the year, the number of illegal immigrants sneaking into Hong Kong by sea saw a decrease of 40%. Meanwhile, the Region detected 46 smuggling cases, in which the total value of confiscated goods increased by 80% over 2024, primarily due to substantial seizures of illicit cigarettes, which accounted for 97% of the total value of goods seized.

Marine Outer Waters District held the Sea Safety and Community Engagement Seminar 2025 at the Ma Liu Shui Marine Police Base on July 17, and conducted a search and rescue demonstration jointly with the Fire Services Department.

In connection with the implementation of the Marine Safety (Alcohol and Drugs) Ordinance during the year, the Region organised a number of relevant publicity activities, including the Sea Safety cum No Drugs Charter Campaign. Seminars were also held for members of the Sai Kung community and marine activity groups to analyse the types and causes of marine accident cases.

Following the implementation of the Marine Safety (Alcohol and Drugs) Ordinance, officers from the Marine East Division carried out a screening breath test on a crew member aboard a local vessel.

In August, the Small Boat Division took part in a large-scale inter-departmental counter-terrorism exercise codenamed BRAVELIGHT at the Kai Tak Cruise Terminal, during which the High Speed Interceptors were deployed to pursue a suspicious speedboat, fully demonstrating the capability in coastal defence against terrorist attacks, as well as the ability to respond to emerging threats.

At the Cheung Chau Jiao Festival, the Region worked together with the Cyber Security and Technology Crime Bureau, and organised an anti-scam promotional activity themed ‘Floats Together, Beware of Scammers' with the Junior Police Call and Senior Police Call. Kowloon East Region

Technological innovation is the cornerstone of policing development in Kowloon East Region. To ensure the smooth commissioning of the Kai Tak Sports Park, and the safe and orderly staging of subsequent events, the Region introduced a number of artificial intelligence solutions, including the Easy Leave website, as well as setting up Info Music Stations along exit routes to provide the public with real-time information on estimated egress times, crowd density and traffic conditions. Artificial intelligence technology was applied to ensure public safety and promote smart policing development.

In preparation for the 15th National Games (NG) and the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games, the Region held an inter-departmental tabletop exercise codenamed PLACIDSEA on August 12, with the participation of over 160 representatives from 14 government departments and related organisations. The exercise simulated several critical scenarios, such as venue security screening, crowd control, traffic coordination and emergency response, to test and strengthen communication, collaboration and responsiveness among departments and organisations.

The Operations Wing of Kowloon East Region conducted the second phase of an inter-departmental tabletop exercise, codenamed WINGEDTIGER, at the Kowloon East Regional Headquarters on March 25 for the Kai Tai Sports Park.

Kowloon East Region is committed to promoting social inclusion. In January, the Region launched Project i-CARE, a one-stop care and support platform, and collaborated with a number of deaf and community organisations and welfare groups to provide instant video sign language and dialect translation services, as well as electronic referral services for the elderly in need and youth-at-risk. The project won the Our City’s Story Award under the Jockey Club Age-friendly City Partnership Scheme. In addition, the Region continued to organise various interactive experimental activities for young people through Project VALUE, promoting crime prevention and national security messages.

The Smart Traffic Management System jointly developed by Kwun Tong District and the Hong Kong University of Science and Technology was officially launched in March. It collects traffic data and monitors the district’s traffic situation round the clock, further enhancing traffic efficiency in the Kwun Tong area. The system won the Bronze Award in the category of Smart Mobility (Smart Transport) at the Hong Kong ICT Awards.

The Smart Traffic Management System can monitor real-time traffic conditions and provide targeted recommendations for officer deployment in response to specific incidents.

To further promote road safety, Kowloon East Region held the inaugural Kowloon East Road Safety Award Presentation Ceremony cum Elderly Road Safety Ambassador Appointment Ceremony in April to commend outstanding road users and guardians.

In response to the rise in deception, money laundering and criminal intimidation cases, the Region strengthened cooperation with banks, telecommunications companies, and community organisations to actively combat the related crimes. The Region also worked with educational institutions to organise anti-deception workshops to enhance newly-arrived students’ awareness against deception.

Several major infrastructure projects in Kowloon East have been successively completed, including the New Acute Hospital at the Kai Tak Development Area, Light Public Housing, Trunk Road T2, Cha Kwo Ling Tunnel, and Tseung Kwan O Area 137. The Region will continue to leverage innovative technology, strengthen community partnerships, ensure public safety and further enhance policing services.

Kowloon West Region

In 2025, the Kowloon West Region recorded a total of 20,569 cases. To combat telephone scams targeting newly arrived students, the Region established a ‘Parent-School-Police’ tripartite collaboration mechanism, disseminating anti-deception messages through online and offline activities. Officers conducted anti-scam thematic workshops in Shenzhen and Zhuhai for students and parents, and provided students with supporting guidelines containing living and safety information to help them adapt to life in Hong Kong. In addition, the Region live-streamed anti-scam dramas to strengthen elderly scam awareness and disseminated in advance the broadcast links to community centres, residential care homes and senior citizens.

The Kowloon West Regional Crime Prevention Office conducted an anti-scam workshop at the Beijing Normal-Hong Kong Baptist University in November.

The Regional Crime Prevention Office and the Juvenile Protection Section of Kowloon West continuously collaborated with the Kowloon West Youth Care Committee (KWYCC) to provide diversified support and organise engagement activities for young people. This included the launch of the Career Navigation Mentorship Programme to connect young people with community leaders and professionals as their mentors, the formation of the KWYCC dragon boat team to participate in the 5th Anniversary of Promulgation and Implementation of Hong Kong National Security Law Police Dragon Boat Club Charity Race, as well as leading young people to participate in marathons and cultural exchanges in the Mainland.

Traffic Kowloon West remains dedicated to promoting road safety. Nearly 150 road safety seminars were organised for over 15,000 students and elderly people, while more than 300 community road safety education activities were conducted. The Region also launched campaigns during festive seasons to promote anti-drink and anti-drug driving awareness, reminding drivers not to break the law while celebrating festive occasions.

To raise officers' operational readiness for emergency incidents, the Region conducted joint exercises at several hospitals to test the on-site response capabilities of medical staff and hospital security, as well as their collaboration with the Force. In August, the Operations Wing of the Region held an exercise on handling a violent patient at Kwong Wah Hospital, enhancing police officers' professionalism and medical staff’s awareness of personal safety.

During the year, Yau Tsim District continued its Anti-Deception Ambassador Programme by organising workshops to brief primary and secondary school students on the latest deception trends. In addition, the Programme also encouraged the students to disseminate these crime prevention messages to their families and friends.

Mong Kok District, through Project TORCH, enables young people to understand police work and provides appropriate support for students aspiring to join the Force. The Force’s Recruitment Division also refers potential candidates to take part in the project. In April, Mong Kok District collaborated with the Hong Kong Institute of Technology to recruit recent graduates to join the project. In 2024-25, over 1,800 new members were enrolled, among whom more than 500 have passed the Force’s selection process.

Project TORCH organised a Probationary Inspector interview workshop for its participants in May to help young individuals prepare for a career in the Force.

The case involving the offence of collusion with foreign forces was concluded at the Court of First Instance of the High Court after 156 days of hearings. During the process, Sham Shui Po District upheld its commitment to ensuring that the trial remained free from any interference.

During the year, Kowloon City District continued to implement Project SEED to support the Force’s recruitment by organising activities for secondary school students and students of the Diploma of Applied Education Programme. The programme aims to help them cultivate proper values, make informed career plans, as well as enhance their understanding of police work. Since the implementation of the project in 2022, 35 trainees have joined the Force.

New Territories South Region

In 2025, the overall crime figure of New Territories South Region decreased by 10.7% compared with 2024, mainly attributed to the substantial decrease in blackmail (down 41.9%), criminal damage (down 28.1%), shop theft (down 19.5%), and deception (down 6.3%).

During the year, mega events were staged one after another, and the Region gave all-out support to the related police work, striving to ensure smooth traffic and orderly pedestrian flow. Among them, the men’s individual competition of the 15th NG China Mobile Cup road cycling event held on November 8 was the sole event spanning across Guangdong, Hong Kong and Macao. The Region made meticulous preparations and worked closely with relevant government departments. The successful conclusion of the event fully demonstrated the professionalism and capability of the Force in handling cross-boundary sports events.

The Emergency Unit of New Territories South conducted inter-departmental counter-terrorism and major incident exercises, codenamed FLYINGEAGLE, YELLOWFORTRESS and RAINARROW, at Penny’s Bay on August 8. The exercises aimed to enhance the coordination and response capabilities among relevant government departments and stakeholders in dealing with emergencies during the 15th NG.

Promoting community inclusion is also a priority of the Region. On August 21 and 22, the Region organised an experience day camp, enabling local and non-ethnic Chinese young people to experience daily police work firsthand. The event also arranged the young people to visit the Chinese People’s Liberation Army Hong Kong Garrison Exhibition Center at Ngong Shuen Chau Barracks, the Hong Kong Jockey Club Drug InfoCentre, and the Safe Community Hub of the Inter-departmental Counter Terrorism Unit, thereby enhancing the sense of national identity of the young people, promoting anti-drug messages, and enabling them to learn how to respond swiftly to terrorist attacks.

On August 21 and 22, the Emergency Unit of New Territories South organised an experience day camp. Officers from the Airport Security Unit introduced their work and equipment to the participants.

For crime prevention, Sha Tin District provided professional advice, and CCTV systems were installed in more than 50 villages in the district with community funding to deter and combat crimes, significantly enhancing public safety. Since the installation of the CCTVs, burglary cases in Sha Tin District have dropped by more than 40% compared with the same period last year. These CCTVs can be included in the SmartView project in the future to further expand the coverage.

New Territories South Region launched Project IntelligENTS and held a promotion and sharing session in October to promote the brand new Hong Kong Police mobile application to the public.

New Territories North Region

In 2025, New Territories North Region recorded a decrease of 10.9% in the overall crime rate, with declines seen in the number of deception cases as well as reports of criminal intimidation and miscellaneous theft.

The Region is committed to combating deception offences and continued to implement various anti-deception initiatives during the year, including running the Anti-Deception Thankful Festival between July and October, which offered a lucky draw with prizes worth over $200,000 and a special Best Anti-Deception Promoter award to encourage members of the public to attend anti-deception seminars and complete the online anti-deception quiz, thereby raising their awareness against deception. During the Mid-Autumn Festival, Tai Po District held a series of anti-deception seminars with the distribution of blessing bags to the elderly and visited elderly singletons to share anti-deception information.

New Territories North Region held the Anti-Deception Thankful Festival Awards Ceremony 2025 on November 4 to enhance the anti-deception awareness of the public.

The Operations Wing of the Region, together with multiple District Offices, the Fire Services Department and the Civil Aid Service, held an inter-departmental coordination forum codenamed STORMWATCH on May 26, with a view to strengthening inter-departmental collaboration and enhancing response capabilities under extreme conditions. The relevant mechanism was highly effective during the onslaught of Super Typhoon Ragasa in September, significantly improving multi-departmental cooperation in responding to the threat of tropical cyclones.

The Operations Wing of New Territories North Region, together with multiple District Offices, the Fire Services Department and the Civil Aid Service, held an inter-departmental coordination forum codenamed STORMWATCH on May 26 to strengthen inter-departmental collaboration capabilities in response to extreme weather.

The golf and athletics marathon events of the 15th NG were held in the Region. Officers worked closely with relevant government departments, and carried out corresponding operational arrangements and coordination to ensure that the events were conducted in a safe and orderly manner.

Tai Po District carried out operational command and personnel deployment at the Forward Control Post for the golf event of the 15th NG.

Officers from New Territories North Region performed duties along the Shenzhen Bay Bridge, ensuring that the marathon event of the 15th NG proceeded safely and smoothly.

Promotion of national security education is one of the Region’s top missions. During the year, Tuen Mun District organised several national security education lessons at schools in the district, and nearly 400 students from over 30 secondary and primary schools, as well as kindergartens took part in a dragon dance competition, enabling the public to understand national security from multiple perspectives.

In November, following the fire at Wang Fuk Court in Tai Po, regional officers were on the front line and remained steadfast throughout the investigation. In addition, as the development of the Northern Metropolis continues to proceed at a steady pace, the Region will continue to work hand in hand with the community to meet new challenges.
